CITY COUNCIL WORK SESSION <br /> APPROVED <br /> 1 CITY OF LINO LAKES <br /> 2 MINUTES <br /> 3 <br /> 4 DATE : January 24, 2022 <br /> 5 TIME STARTED : 5:30 p.m. <br /> 6 TIME ENDED : 6:25 p.m. <br /> 7 MEMBERS PRESENT : Councilmember Stoesz,Lyden, Ruhland, <br /> 8 Cavegn and Mayor Rafferty <br /> 9 MEMBERS ABSENT : None <br /> 10 Staff members present: City Administrator Sarah Cotton; Human Resources and <br /> 11 Communications Coordinator Meg Sawyer; Community Development Director Michael <br /> 12 Grochala; City Planner Katie Larsen; City Engineer Diane Hankee; Public Safety Director <br /> 13 John Swenson; Public Services Director Rick DeGardner; City Clerk Julie Bartell <br /> 14 <br /> 15 1. Preliminary Design for the Hodgson/CR J Improvements—Community <br /> 16 Development Director Grochala introduced representatives from Anoka County and WSB <br /> 17 and Associates who are working on the project. Anoka County staff reviewed a <br /> 18 PowerPoint presentation that included information on the following: <br /> 19 <br /> 20 - Challenges —traffic operations, closeness of adjacent properties, skew of existing <br /> 21 intersection, right of way impact; <br /> 22 - Options—roundabout, signal; <br /> 23 - Overall Layouts—each option; <br /> 24 - Traffic Comparisons—looking ahead as well; <br /> 25 - Alternative Comparisons (charted); more benefits at this point for the roundabout; <br /> 26 - Next steps—sharing with jurisdictions and public (including website comments <br /> 27 and live open house); <br /> 28 - 2023 Construction is envisioned. <br /> 29 <br /> 30 Mayor Rafferty remarked that the open house held for Birch Street improvements was <br /> 31 well received and well handled. <br /> 32 <br /> 33 Councilmember Cavegn remarked that there is more space available to the east and he <br /> 34 wonders why that isn't being utilized. County staff explained that they weighed options <br /> 35 and are initially presenting a plan they feel is fair and works well with properties. Staff <br /> 36 then clarified that they are in the process of setting up meetings with the property owners. <br /> 37 <br /> 38 Councilmember Stoesz noted north to south direction and that in the SE quadrant it seems <br /> 39 impossible to get into the gas station without a roundabout. Staff explained how access <br /> 40 could be provided. Councilmember Stoesz asked about barriers to prevent certain <br /> 41 movements around the intersection; staff has not looked at that possibility at this point. <br /> 42 Pedestrian access (with roundabout) would be handled with ramps, similar to what was <br /> 43 done on Birch Street. Is fixing the trail part of the project? Staff said they are working <br /> 44 on getting that done. <br /> 1 <br />
