Call to Order and Roll Call <br />Mayor Rafferty called the meeting to order at 6:02 p.m. <br />2. Setting the Agenda: Addition or Deletion of Agenda Items <br />The agenda was adopted as presented. <br />3. Review of Agenda Process and Procedures <br />The City Clerk provided an overview of the online portal for Council requests to add <br />items to future agendas and suggested that direct communication with staff be used in <br />place of the website application. <br />Council Consensus <br />It was the consensus of the City Council to eliminate the website application. <br />The City Clerk reported that the updated agenda format, recently adopted by ordinance, <br />would be effective with the November 13, 2025 agenda, following publication as <br />required. <br />The City Clerk reviewed items of procedure and practice related to agenda items and <br />communications platforms. <br />4. Municipal Cannabis Retail Operator— Status Report <br />The City Clerk reported that the City recently sought proposals for a Municipal Cannabis <br />Retail Operator. Following the initial review of the proposals received, it is <br />recommended that the City seeks additional proposals and that those respondents most <br />closely aligned with the anticipated contract be considered further as well. The City's <br />financial advisor has been contacted to assist with the process, and an update will be <br />presented to the Council at a future Council meeting. <br />Page 1 of 3 <br />
