Lino Lakes City Council <br />Work Session <br />Minutes <br />DATE: June 22, 2026 <br />TIME STARTED: 6:00 P.M. <br />TIME ENDED: 6:30 P.M. <br />LOCATION: Community Room <br />MEMBERS PRESENT: Mayor Rafferty Councilmembers Lyden, Nelson and Rennaker <br />EXCUSED ABSENT: Councilmember Ruhland <br />Staff Members Present: City Administrator Karen Anderson, City Clerk Roberta Colotti, Human <br />Resources and Communications Manager Meg Sawyer, Finance Director Tracy Thoma, Community <br />Development Director Mike Grochala and Chief of Police Curt Boehme. <br />1. Call to Order and Roll Call <br />Mayor Rafferty called the meeting to order at 6:00 p.m. <br />2. Setting the Agenda: Addition or Deletion of Agenda Items <br />Councilmember Lyden requested that the Council discuss placing flags along the decorative light <br />poles in town for America's 250th Anniversary this 4th of July. <br />The agenda was adopted as amended. <br />3. Review Regular Agenda <br />The City Council reviewed the regular agenda for this evening. <br />Councilmember Rennaker, referenced Consent Agenda Items 1H and 11, related to the issuance <br />of solicitor permits, and reported that the City of Fridley recently had a social media post <br />regarding the solicitor badges that were part of their program. <br />The City Clerk stated that Lino Lakes solicitors are issued individual permits that they are to carry <br />with them. She stated that it would be possible to create a badge with a lanyard for solicitors if <br />the Council would prefer that. <br />Council Consensus <br />It was the consensus of the City Council to direct staff to develop a badge/lanyard system; and to <br />require that solicitors wear the identification badge when conducting business in Lino Lakes. <br />Mayor Rafferty requested that Item 2A, Resolution No. 26-123, Authorizing Preparation of Utility <br />Rate and Restructure Study, be pulled from the regular agenda to allow staff time to further <br />research the per hour costs and comparable study costs. <br />Council Consensus <br />It was the consensus of the City Council to remove item 2A from the regular agenda this evening. <br />Page 1 of 3 <br />
