1 <br />A work session of the Lino Lakes City Council was called to <br />order by Mayor Benson, Monday, April 24, 1989 at 6:00 P.M. <br />Council Members present: Neal, Bohjanen, Reinert, Bisel. <br />Staff Members present: City Administrator Randy Schumacher, <br />City Engineer Ron Stahlberg, and Administrative Assistant <br />Daniel Tesch. <br />WEST SHADOW LAKE DRIVE IMPROVEMENT <br />Mr. Stahlberg began his presentation to the Council by <br />referencing a map behind the Council members, and a letter <br />from his office dated April 21, 1989 (Re: West Shadow Lake <br />Drive Preliminary Assessment Roll Commission No. 9747 -01). <br />Preliminary costs for this improvement to West Shadow Lake <br />Drive were stated as follows: <br />Sewer: $ 401,100.00 <br />Water: $ 299,900.00 <br />Storm Sewer4 $ 200,300.00 <br />Non State Aid $ <br />Streets $ 71,900.00 <br />State Aid <br />Streets $ 844,100.00 <br />TOTAL $1,817,300.00 <br />Mr. Stahlberg stated that they had difficulty in putting <br />together the assessments on this project due to the <br />configuration of the lots, especially the lots around Shadow <br />Court, ie. not being able to make an assessment greater than <br />the market value of the property. The front footage of these <br />lots correlate to assessments of over $25,000.00, with no <br />possibility to subdivide. Mayor Benson asked Mr. Stahlberg <br />what kind of a range for assessments are we looking at. Mr. <br />Stahlberg answered roughly anywhere from 11,000.00 to <br />$28,000.00. <br />Mr. Stahlberg continued to describe just how utilities would <br />be pumped around Reshanau Lake. Mr. Reinert voiced the <br />Council's concern that there would be additional expense due <br />to "double pumping" (the use of a lift station). He asked if <br />there was any way to go around through Aqua Lane. Mr. <br />Stahlberg replied that there are presently no facilities to <br />use within this area. Lino Lakes is flat which translates <br />into several lift stations. Mayor Benson asked Mr. <br />Stahlberg if this then was the best route given what we have <br />available today. Mr. Stahlberg replied yes. Mr. Stahlberg <br />was asked how many hookups he foresees. Mr. Stahlberg <br />replied that he would not know until after the meeting that <br />was scheduled for Thursday night.
