1
1
JULY 28, 1975
The regular meeting of the Lino Lakes City Council was called to order at
8:00 P.M. by Mayor Bohjanen. Council members present: Jaworski,
Marier, and McLean. Absent: Zelinka. Mr. Locher was also present.
Mr. Marier moved to approve the minutes of July 14, 1975 as written with
clerical corrections in spelling. Seconded by Mr. McLean. Motion carried.
The Clerk was instructed to proof read all minutes in the future.
The Clerk's report included the following items:
...The second quarter State Aid in the amoung of $16,952.75 had been
ro.,ived. This check also included the Homestead Credit Aid in the amount of
$A-, , 1;1,6.12 and Attached Machinery Aid in the Amount of $953.60.
...The first half of the tax levy had been received in the amount of
$47,936.78..
...A letter from the Metropolitan Council notifying the Council that the
plans for Regional Recreation Open Space is open for inspection at the
Metropolitan Council offices. Mr. McLean and Mr. Marier will take a
look and report at the next Council meeting.
...A request for a beer and bingo permit for August 10, 1975 from St.
Joseph's Church. Mr. Jaworski moved to approve the request. Seconded
by Marier. Motion carried.
...A letter dealing with the storage of confidential records on individuals
had been received. The Clerk had filled out the form and it is necessary
for the Council to designate a person to assume the Responsibility
Authority. After some discussion, the consensus of the Council was since
all information is under the jurisdiction of the Clerk's office, she
should be so designated.
Mr. Marier reported on the Planning and Zoning Board meeting held on
July 16, 1975. The first item on the agenda was a request for a Special
Use Permit to keep a horse on less than five acres of land. This was
requested by Mr. and Mrs. James Kohler. The Board had been assured that
there was adequate pasture for the animal in the surrounding lands. Mr.
Marier so moved to allow the Special Use Permit with the stipulation that
this permit is for the present owners only. If the property is sold, the
Special Use Permit is void. Seconded by Mr. Jaworski. Motion carried.
North - Northeast Realty had requested a letter stating that the dumping
of cement scraps and soil at 7309 Lake Drive was not in violation of a
City Ordinance. This had been requested by this company in response to
the Anoka County Health Department's approval of this dumping. The Council
felt that this operation falls under the land fill catagory and thus is
under the County's jurisdiction. The Planning and Toning Board had re-
commended the consideration of a fence. Mr. Blackbird assured the Council
there is a fence there now. As long as the fill consists of small bits
of concrete and soil, Mr. Marier moved to approve this operation. Seconded
by Mr. McLean. Motion carried.
Mr. Richard Bodick had appeared asking permission to fill a lot located
on Orange Street. The Planning and Zoning had asked that he consult
with the City Engineer and report back to the next Planning and Zoning
Board meeting.
Mr. Glenn Rehbeing had appeared before the Board with plans for a new
building to be erected just South of his present location. The Engineer
found no problems with the drainage. Mr. Starr had several points for
compliance.
