96 <br />COUNCIL WORK SESSION 5 FEBRUARY 1992 <br />Council Members present: Mayor Reinert, Neal, Kuether, and Elliott. Staff Members <br />present: City Administrator Randy Schumacher, and Assistant to the Administrator <br />Daniel Tesch. Others: Design & Review Board Chairman Fred Chase. <br />Mr. Schumacher explained the purpose for this meeting was review all changes to the <br />city's Planning and Zoning Code prior its adoption. Mr. Schumacher explained that <br />the proposed changes to this code range from simple codification of previously <br />adopted ordinances, to cosmetic changes prepared by DRB members and staff to <br />make the document more "user friendly ". Those changes have not been approved by <br />the council and for that reason it is necessary for the council to look at all changes, <br />one by one. <br />Mr. Schumacher introduced Mr. Fred Chase, Design & Review Board Chairman. Mr. <br />Chase has been very involved with the changes and is therefore the best qualified to <br />review this document with the council. <br />Council Member Kuether wanted to know how members of the public would be <br />informed of these changes. Mr. Schumacher replied that the public was notified <br />initially when most of these changes were adopted as ordinances. He also stated <br />that copies are on file for public inspection at city hall, and that any changes that <br />were not originally in ordinance form would be reviewed with the public in some <br />fashion. <br />Mr. Chase began by explaining that this has been an ongoing process for some time. <br />Mr. Chase added that in the updating process the disc with the original document had <br />had the new document saved over it, therefore we have no soft copy of the original <br />document. <br />Mr. Chase went on to explain, page by page, the changes made to the Planning and <br />Zoning Ordinance. The changes ranged from deleting redundant and outdated words, <br />to the establishment of Overlay Districts. There were no changes made to standards <br />or dimensions that were not part of an ordinance change. <br />After all the changes had been reviewed, Mayor Reinert thanked Mr. Chase for <br />meeting with the council, and also thanked him for his service to this Design and <br />Review Board. Mr. Chase had not wished to be reappointed when his term expired <br />in 1992. Mr. Chase thanked the council for their expression of gratitude. Mr. Chase <br />added that he would be willing to assist the council in the future in any manner they <br />would see fit. Mayor Reinert asked Mr. Chase what his opinion was on moving public <br />hearing to the advisory board level. Mr. Chase replied that they run the risk of having <br />two public hearing instead of one, one at the advisory board level and one at the <br />1 <br />1 <br />1 <br />1 <br />
