8 4COUNCIL WORK SESSION <br />CITY OF LINO LAKES <br />COUNCIL MINUTES <br />MARCH 17, 1993 <br />Staff members present: City Engineer, Darrell Schneider; Public <br />Works Director, Don Volk; Parks Supervisor, Marty Asleson; <br />Recycling Coordinator, Fran Kirk; John Powell, TKDA Consulting <br />Engineer and Planning Coordinator, Mary Kay Wyland. <br />Short Term Park Goals <br />Marty Asleson reviewed the Park Board's short term goals which <br />included the following: <br />A. Playground equipment - replacement program for Leonard & <br />Bradley Playground - Cost $12-15,000 dedicated park dollars. <br />B. Hockey Rink on north side of City Hall (move pleasure rink <br />also). We may get Army Group to help with this project - $10- <br />12,000. <br />C. Site N-14 (by Baldwin Lake) we will continue to look for <br />available park land in this area. <br />D. A-3 (Holly Drive) Athletic Complex. Park Board will be <br />looking at creative ways to acquire the land and finance the <br />purchase. 50+ acres, projected cost $5,500/acre - total <br />$275,000. <br />E. Pave trails as they are put in. <br />F. Redraw the master plan for Country Lakes Park. <br />D. Erickson Second Addition, Drainage <br />John Powell of TKDA explained that the swale in D. Erickson Second <br />Addition is no longer constant, causing ponding and drainage <br />problems. The drainage plan has been altered by builders and <br />property owners after final grade was established in 1989. The <br />Developer has stated that he is no longer responsible. Property <br />owners have not agreed to pay $100 per lot as recommended and <br />assist the City in correcting the problem. It will cost between <br />$3-5,000 to correct the grade. Mr. Powell suggested that at a <br />minimum the City should correct the grade near the culvert. <br />Darrell Schneider agreed that if the southern area is corrected at <br />least no basements will flood. Mr. Powell advised the Council that <br />we have taken steps to insure that this type of problem does not <br />occur in the future. Don Volk stated that a storm water utility <br />1 <br />1 <br />
