The <br />24 proposed site at Outlot F in the D. Erickson 2' Addition (across from the park) doesn't <br />25 meet the Minnesota Department of Health requirement that the City own the land within <br />26 50' of the well. The adjacent property owner to the south is unwilling at this time to sell <br />27 any property to the City. The City still wants to pursue this location as a future well <br />28 location. <br />29 <br />30 City Engineer Studenski stated staff has reviewed the Birch Park area and did not find a <br />31 location that would not impact the aesthetics or function of the park. City staff did <br />32 identify an alternative location at Captain's Place within the Lakes Addition area. <br />33 <br />34 City Engineer Studenski advised staff has performed additional review for possible Well <br />35 No. 5 sites. The only City -owned properties in the area are Birch Park and Captain's <br />36 Place. Any other possible locations would have to be acquired, which would push back <br />37 the timeframe of the well and add additional costs. Therefore, it is staff' s <br />38 recommendation to use the Captain's Place site. He referred to a map of the location <br />39 noting the front of the building is marked at the site. This site has been reviewed with the <br />40 Health Department and found to be suitable, while meeting floodplain and utility setback <br />41 requirements. Also, a raw water line already exists in Black Duck Drive for future <br />42 treatment of the City's system. Locating Well No. 5 would minimize costs associated <br />43 with any future treatment of the water system. <br />44 <br />45 City Engineer Studenski indicated no additional traffic activity would occur on Black <br />46 Duck Drive because Well No. 1 is located on the same road. City staff would be able to <br />47 service both wells at the same time. The City's existing wells are located in residential <br />
