APPROVED <br />•1 CITY OF LINO LAKES <br />2 <br />3 ANNUAL BOARD OF REVIEW <br />4 MINUTES <br />5 <br />6 <br />7 DATE : April 25, 2005 <br />8 TIME STARTED : 6:08 P.M. <br />9 TIME ENDED : 6:23 P.M. <br />10 MEMBERS PRESENT : Councilmembers Carlson, Dahl, Reinert, Stoltz <br />11 and Mayor Bergeson <br />12 MEMBERS ABSENT : None <br />13 <br />14 <br />15 PRESENTATION BY COUNTY ASSESSOR'S OFFICE <br />16 <br />17 Linda Wiener, staff appraiser for Anoka County, explained she was here to review the Annual Report <br />18 for Lino Lakes. She distributed copies for the Council Members. <br />19 <br />20 Ms. Wiener indicated that they were at 92.53% overall in Lino Lakes, and noted the information she <br />21 distributed gave the breakdown for neighboring communities as well. She stated lakeshore is one <br />22 area where Lino Lakes is low, at 90%, as well as in Zone 1, which is executive homes newer than <br />23 2000. <br />S24 <br />25 Councilmember Carlson asked what 92.53% means. Ms. Wiener indicated it is the median range, and <br />26 the State requires them to be between 95 and 105%. She stated they did substantial raises of lots and <br />27 some structures. <br />28 <br />29 Ms. Wiener indicated she did receive a lot of calls before this meeting; the highest number in the four <br />30 years she has been fielding the calls. She indicated they were able to resolve most of the questions <br />31 before tonight. She noted that homeowners can send in a letter if they have a question or concern. <br />32 <br />33 Ms. Wiener noted for the record that she received a letter from Michael J. Wagner protesting the <br />34 reclassification and possibly the market value and taxes payable in 2006 for his property at 865 Main <br />35 Street. She indicated this is noted as a formal appeal for the records, and will proceed to the Anoka <br />36 County Board of Review. She stated the classification change was due to the fact that this was a <br />37 residential property where there was a fire. She indicated the property was rezoned to commercial, <br />38 but was still being assessed as residential. She stated when the destroyed home was removed, the <br />39 property went to a commercial classification. <br />40 <br />41 Councilmember Carlson noted that the next step is to go to Anoka County, but asked if that was the <br />42 final step. Ms. Wiener indicated the homeowner could go to tax court if he wishes. <br />43 <br />44 Councilmember Carlson indicated that it always amazes her that there are not more people in <br />45 attendance, and stated she thinks that speaks for the good job they do at the Anoka County Assessor's <br />46 Office. <br />•47 <br />48 Ms. Wiener noted Lino Lakes has 7400 to 7500 residential properties. <br />
