• <br />CITY COUNCIL WORK SESSION JUNE 22, 2005 <br />APPROVED <br />1 <br />2 <br />3 CITY OF LINO LAKES <br />4 MINUTES <br />5 <br />6 <br />7 <br />8 DATE : June 22, 2005 <br />9 TIME STARTED : 5:40 p.m. <br />10 TIME ENDED : 10:25 p.m. <br />11 MEMBERS PRESENT : Councilmember Carlson, Dahl, <br />12 Reinert, Stoltz, and Mayor <br />13 Bergeson <br />14 MEMBERS ABSENT : None <br />15 <br />16 <br />17 Staff members present: City Administrator, Gordon Heitke; Community Development <br />18 Director, Michael Grochala; Finance Director, Al Rolek (part); Chief of Police, Dave <br />19 Pecchia (part); Economic Development Coordinator, Mary Alice Divine (part); <br />20 Environmental Specialist, Marty Asleson (part); City Planner, Jeff Smyser (part); and <br />21 City Clerk, Ann Blair (part) <br />22 <br />23 <br />24 AUAR REVIEW, DSU <br />25 <br />26 Mr. John Shardlow, Dahlgren, Shardlow and Uban, Inc., advised they are progressing <br />27 through the AUAR project and are present this evening to provide an update to the <br />28 Council. The purpose of the update is to review the process, clarify the June 27 motion, <br />29 review major issues and mitigation strategies and review purpose of the draft and final <br />30 mitigation plan. He noted a final mitigation plan is not a requirement at this time. <br />31 <br />32 Mr. Shardlow reviewed the AUAR process, advising the City Council will be asked to <br />33 authorize distribution of the Draft AUAR document for the 30 -day public comment <br />34 period on June 27, 2005. The vote to authorize distribution for the public comment <br />35 period does not 1) endorse or commit the City to a specific development scenario; 2) <br />36 endorse or adopt anything in the document; and 3) endorse or commit the City to any <br />37 actions or projects within the AUAR area. <br />38 <br />39 Ms. Ciara Schlichting, Dahlgren, Shardlow and Uban Inc., reviewed the five major issues <br />40 and draft mitigation strategies in relation to those issues. <br />41 <br />42 Ms. Schlichting advised the Final Mitigation Plan would be prepared after the public <br />43 comment period. The City Council authorizes distribution for a 10 -day agency objection <br />44 period. If no objections are filed, the Final Mitigation Plan must be adopted by the City <br />
