City Council <br />Date: <br />REGULAR <br />Item: <br />Motion <br />April 21, 2009 <br />ITEM: Request Planning Commission To Develop Recommendations <br />on City Activities for Economic Development <br />SUBMITTED BY: Craig W. Dawson, Interim City Administrator <br />SUMMARY AND ACTION REQUESTED: At its April 14 work session, the City Council had some discussion <br />about what activities the City might begin to undertake in terms of economic development. At the end of the <br />discussion, the Council decided that it should formally request the Planning Commission to identify what the <br />City needs to be doing at present, and to begin to identify what commercial uses and development standards <br />should be permitted in the City. The Council is requested to provide that formal direction to the Planning <br />Commission. <br />BACKGROUND: As a matter of general information, the Memorandum of Understanding between the City <br />and the Metropolitan Council calls for 1,400 employment residential equivalent connections (RECs) to the <br />sewer system by 2030; in 2000, the estimated number of these employment RECs was 100. For employment <br />RECs in the urban (sewered ) areas south of 10`h Street, non-residential development will meet or exceed an <br />average of 40 employees per acre. The City has the discretion to determine what types of businesses will be <br />developed. The proposed review of economic development by the Planning Commission would include the <br />entire City, not just the area south of 101h Street. <br />SUGGESTED MOTION FOR CONSIDERATION: <br />Move to direct the Planning Commission to identify what activities the City should undertake in terms <br />of economic development, and to identify what commercial uses and standards for commercial <br />development should be permitted in the City. <br />ORDER OF BUSINESS: <br />• Introduction Craig Dawson <br />• Report by staff Craig Dawson, Kyle Klatt <br />• Questions from City Council members to the presenter Mayor facilitates <br />• Questions/comments from the public to the City Council Mayor facilitates <br />• Action on motion City Council <br />
