Joint Airport Zoning Board (JABZ) for Lake Elmo Airport <br />April 7, 2009, City Council Meeting <br />Page 2 <br />Participation/Membership on the JABZ: As the JABZ is not organized under the joint powers organization <br />statute, there is no requirement that the City's members on the Board be City councilmembers. The Council <br />may appoint anyone to be its representatives on the Board. The Council may wish to consider a member of <br />the Planning Commission, a resident or owner of business property near the airport, a member of the City <br />Council, or a Lake Elmo resident for appointment to the Board. <br />While only an action (i.e., a motion) of the Council to appoint members to the Board is necessary to join the <br />JABZ, staff suggests that if the Council take action to join by a resolution authorizing the City to join the JABZ, <br />requiring that the MAC indemnify the City for its participation on the JABZ, and appointing the two members to <br />the Board. <br />RECOMMENDATION: Staff recommends that the City Council direct the preparation of a resolution for <br />the City to join the Joint Airport Zoning Board for Lake Elmo Airport, and that this resolution be placed <br />on the agenda for the Council's April 21, 2009, meting.
