Wendy Griffin, 2835 Lake Elmo Avenue N., asked how the plan with proposed high <br />density affects the airport. The airport zone and expansion is guided lower density per <br />Ciara. <br /> <br />Ed Nielsen, 9498 Stillwater Blvd. N., stated the City should look at the big picture for <br />other areas in the City for development. <br /> <br />Paul Bruggeman, Bruggeman Homes, 3564 Rollingview Dr., White Bear Lake, said their <br />plan has parks and ballfields. As developers they have the biggest financial risk and <br />asked the Council to move forward. <br /> <br />Sarah Hietpas, 3704 Kindred Ct., wanted to minimize impact on home and businesses. <br />Administrator Hoyt stated that looking at housing units and Recs are a separate matter, <br /> <br />Steve Bona, Heritage Development and served on the AUAR Advisory Panel, supported <br />studying all four scenarios. A much more informed decision can be made with the <br />results. <br /> <br />Following the public input, the City Council discussed what scenarios to include in the <br />AUAR for study other than the required comprehensive plan scenario from several <br />different perspectives. <br /> <br />Council Member Smith stated her support for studying the three Village Master plan <br />scenarios so that all of the information necessary to determine the future plans for the <br />Village so the council was well informed as the council planned for a future vision of the <br />Village with neighborhood style commercial and residential development along with <br />public amenities. <br /> <br />Council Member Park stated her support for studying the three Village Master plan <br />scenarios so that the council was fully aware of the environmental impacts from these so <br />that a good choice could be made about the number of housing units to include in the <br />final preferred development scenario. <br /> <br />Council Member Johnson stated her support for studying the three Village Master plan <br />scenarios so the City could gather comprehensive information about the environmental <br />impacts to better make an informed decision in what was a long learning and planning <br />process for the Village still ahead. <br /> <br />Mayor Johnston stated his support for studying the three Village Master plan scenarios <br />because the 600 unit scenario would add value after hearing residents support it and <br />because the other two scenarios would be very informative during this planning process <br />that would take the next two years to complete. <br /> <br />Council Member DeLapp raised several questions about how the proposed Village <br />Master plan scenarios complied with the Memo of Understanding the city had with the <br />Metropolitan Council and with other Metro Council requirements like the three units per <br />LAKE ELMO CITY COUNCIL MINUTES APRIL 1, 2008 5
