LAKE ELMO CITY COUNCIL MINUTES <br />MAY 19, 2020 <br />Councilmember Dorschner, seconded by Councilmember McGinn, moved TO APPROVE THE <br />CONSENTAGENDA AS PRESENTED. Motion passed 5 - 0. <br />ITEM 7: Final Plat Recording Time Extension (Wyndham Village) <br />Planning Director Roberts reviewed the request for a time extension for recording the Wyndham <br />Village final plat and noted that staff recommends approval. Mayor Pearson read a comment <br />submitted by a neighbor of the project, requesting denial of the extension. <br />Mayor Pearson, seconded by Councilmember McGinn, moved TO APPROVE THE <br />REQUESTED TIME EXTENSION TO NOVEMBER I3, 2020 TO RECORD THE <br />WYNDHAM VILLAGE FINAL PLAT, SUBJECT TO THE APPLICANT/DEVELOPER <br />MEETING ALL CITY REQUIRED CONDITIONS OF APPROVAL FOR THE FINAL <br />PLAT. Motion passed 5 — 0. <br />ITEM 9: Public Improvement Hearing: Approve Resolution Ordering the Improvement: <br />Declare Costs to be Assessed and Call for Hearing on Assessment for Hamlet on Sunfish <br />Lake Sanitary Sewer Extension <br />City Engineer Griffin presented an overview of the project, projected costs and information on <br />possibly assessing the property owners for the costs. <br />Mayor Pearson, seconded by Councilmember Dorschner, moved TO OPEN THE PUBLIC <br />HEARING. Motion passed 5 — 0. <br />Leif Grundahl, 4037 Kindred Way, spoke on behalf of the homeowners association, requesting <br />that the homeowners be allowed to pay via special assessment versus requiring costs to be paid <br />up front. <br />Councilmember Bloyer, seconded by Councilmember Dorschner, moved TO CLOSE THE <br />PUBLIC HEARING. Motion passed 5 — 0. <br />Councilmember Mover, seconded by Councilmember McGinn, moved TO APPROVE <br />RESOLUTION NO. 2020-053, ORDERING THE IMPROVEMENTS FOR THE HAMLET <br />ONSUNFISH LAKE SANITARYSEWER EXTENSION. Motion passed 5-0. <br />ITEM 10: Public Improvement Hearing: Order Improvements and Preparation of Plans <br />and Specifications for Hamlet on Sunfish Lake Street and Utility Improvements <br />City Engineer Griffin presented an overview of the project, projected costs and proposed <br />assessment amounts. <br />Page 2 of 4 <br />
