LAI{E ELMO CITY COUNCIL MINUTES <br />October 20, 2020 <br />Councilmember Dorschner, seconded by Councilmember Nelson, moved TO APPROVE A <br />PROFESSIONAL ENGINEERING DESIGNAND CONSTRUCTIONSUPPORT <br />SERVICES CONTRACT TO BOLTONAND MENK, INC IN THE NOT TO EXCEED <br />AMOUNT OF $148,327 FOR THE 38TH-39TH STREET NEIGHBORHOOD STREET AND <br />UTILITYIMPROVEMENTS. Motion passed 5 — 0. <br />ITEM 21: Plans and Specifications for the Heritage Farms Street and Utility <br />Improvements <br />City Engineer Griffin presented plans and specifications for the Heritage Farms project and <br />requested Council order the advertisement for bids. <br />Councilmember Bloyer, seconded by Councilmember McGinn, MOVED TO APPROVE <br />RESOL UTION NO. 2020-090, APPROVING THE PLANS AND SPECIFICATIONS AND <br />ORDERING THE ADVERTISEMENT FOR BIDS FOR THE HERITAGE FARM STREET <br />AND UTILITYIMPROVEMENTS Motion passed 5 — 0. <br />ITEM 22: Accept Petition for Municipal Water Services and Table Further Actions <br />Pending MPCA Grant Approval (Blackford Area) <br />City Engineer Griffin reviewed costs and scope of the project, noting that the project would not <br />be viable due to cost. <br />Councilmember Bloyer, seconded by Councilmember McGinn, moved TO APPROVE <br />RESOL UTION NO. 2020-100, DECLARING THE ADEQUACY OF THE 45TH STREET <br />PRIVATE DRIVE PETITION FOR MUNICIPAL WATER SERVICE AND DEFERRING <br />FURTHER ACTIONBY THE CITY. Motion passed 5-0. <br />ITEM 23: Selection of Architect/Engineering Firm for New City Facilities <br />City Administrator Handt reported on follow up with the firms interviewed by the Council on <br />October 13th <br />Councilmember Bloyer, seconded by Councilmember, Dorschner, moved TO DIRECT STAFF <br />TO BEGINNEGOTIATIONS WITH LEO DALY FIRST WITH BKVAS A BACK UP. <br />Motion passed 5 — 0. <br />COUNCIL REPORTS <br />Councilmember McGinn: Thanked the Sheriff s Department for holding a neighborhood watch <br />meeting in Inwood. <br />STAFF REPORTS AND ANNOUNCEMENTS <br />Page 3 of 4 <br />
