LAKE ELMO CITY COUNCIL MINUTES <br />January 1.9, 2021 <br />ITEM 13: Reconsideration of Council Representative Appointments to the EDA <br />Mayor Cadenhead, seconded by Councilmember Dorschner, moved TO RECONSIDER THE <br />VOTE TO APPOINT COUNCIL REPRESENTATIVES TO THE EDA FROM THE <br />JANUARY 51 MEETING. Motion passed 5 — 0. <br />Mayor Cadenhead, seconded by Councilmember Dorschner, moved TO APPOINT CHARLES <br />CADENHEAD AND JEFF HOLTZ TO THE EDA. Motion passed 5-0. <br />ITEM 14: Tamarack Farm Estates Street and Utility Improvements <br />City Engineer Griffin presented the project scope, estimated assessments and recommendations <br />for widening the street and storm sewer reconstruction. <br />Mayor Cadenhead, seconded by Councilmember Dorschner, moved TO OPEN THE PUBLIC <br />HEARING. Motion passed 5 — 0. <br />Kathy Leonidas, 5049 Linden Trail and HOA Secretary, stated that the HOA is very supportive <br />of the street portion of the project as designed. <br />Steve Schumacher, 5038 Linden Trail, stated he is in favor of the street project but not the utility <br />portion. <br />Councilmember Holtz, seconded by Mayor Cadenhead, moved TO CLOSE THE PUBLIC <br />HEARING. Motion passed 5 — 0. <br />Councilmember Dorschner, seconded by Councilmember Holtz, moved TO ADOPT <br />RESOLUTION NO. 2021-007 ORDERING THE TAMARACK FARM ESTATES STREET <br />IMPROVEMENTS AND THE PREPARATION OF PLANS AND SPECIFICATIONS FOR <br />THE RECOMMENDED STREET IMPROVEMENTS AS OUTLINED IN THE <br />FEASIBILITYREPORTAPPROVED ONDECEMBER 15, 2020. Motion passed 5 — 0. <br />Councilmember Dorschner, seconded by Councilmember Beckstrom, moved TO APPROVE A <br />PROFESSIONAL ENGINEERING DESIGNAND CONSTRUCTIONSUPPORT <br />SERVICES CONTRACT TO TKDA, INC IN THE NOT TO EXCEED AMOUNT OF $54,700 <br />FOR THE TAMARACK FARM ESTATES STREET IMPROVEMENTS. Motion passed 5 — <br />0. <br />ITEM 15: Heritage Farms Street and Utility Improvements <br />City Engineer Griffin reviewed the project history, design options, feasibility, cost estimates and <br />assessment breakdown. Options regarding curbs in response to resident concerns were discussed. <br />Councilmember Dorschner, seconded by Councilmember McGinn, moved TO OPEN THE <br />PUBLIC HEARING.
