LAKE ELMO CITY COUNCIL MINUTES <br />January 19, 2021 <br />Dale Young, 5246 Lisbon Ave, stated his support for the project. <br />Dan Pierpont & Karen Wagner, 2958 Lisbon Ave., stated they are against the sewer portion of <br />the project as the cost is too high and their septic system has been upgraded. <br />John Krueger representing Manning Tree Farm read a statement on behalf of Neil & Deb <br />Krueger related to a request for payment from the City for an easement over their property for <br />construction activities. <br />Micah Solseth, 2933 Lisbon Ave., stated support for the project. <br />Paul Matschi, 2932 Lisbon Ave., stated opposition for the project due to the cost. <br />Ryan Strop, 2930 30th St. Cir., stated opposition to the project due to the cost. <br />Bill Hafner, 2718 Lisbon Ave., stated he is opposed to no parking on the streets and is in favor of <br />the project with drive over curbs. <br />Brandon Mueller, 2867 Lisbon Ave., stated support for the project with drive over curbs. <br />Steve Menzel, 2978 30a' St. Cir., stated support for the project but not in favor of no parking <br />signs. <br />Justin Bloespflug, 2820 Lisbon Ave., stated support for the sewer project. <br />Councilmember Dorschner, seconded by Mayor Cadenhead, moved TO CLOSE THE <br />PUBLIC HEARING. Motion passed 5 — 0. <br />Mayor Cadenhead, seconded by Councilmember Dorschner, moved TO ADOPT <br />RESOLUTIONNO. 2021-008 ORDER THE IMPROVEMENTS FOR THE HERITAGE <br />FARMSSTREETAND UTILITYIMPROVEMENTS. <br />Mayor Cadenhead, seconded by Councilmember Dorschner, moved TO AMEND THE <br />PRIMARYMOTIONBYADDING CHANGEOUT OFHIGHBACK CURBS FOR <br />MOUNTABLE CURBS THROUGHOUT THE DEVELOPMENT. Motion passed 4 —1. <br />(Beckstrom — nay) <br />Primary motion passed 5 — 0. <br />Councilmember Holtz, seconded by Councilmember McGinn, moved TOADOPT <br />RESOLUTIONNO. 2021-009 ADOPTING THE FINAL ASSESSMENT ROLL FOR THE <br />HERITAGE FARMS STREET AND UTILITY IMPR 0 VEMENTS. Motion passed 5 — 0. <br />Councilmember Holtz, seconded by Mayor Cadenhead, moved TO DIRECT STAFF TO <br />REEXAMINE THE ARGREEMENT WITH THE KRUEGERS FOR USE OF THEIR <br />PROPERTY FOR THE HERITAGE FARMPROJECT.
