The cost of land and the appeal of Lake Elmo will continue to attract <br />households that are financially well -established, more so than first-time home buyers. <br />These households will likely be headed by adults in their prime earning years, usually in <br />their 30s and older but before retirement age. However, changes in land use patterns as <br />described in the Land Use Plan will bring a greater variety of housing types to Lake Elmo <br />which may be attractive to empty nesters and young adults. In the near -term, the park <br />system will continue to largely serve adults in their mid 30s through 50s and their children. <br />In the longer -term, the park system may increasingly serve adults in their 20s to early 30s <br />as well as empty nesters and seniors. <br />DEMOGRAPHIC ASSESSMENT SUMMARY <br />The Lake Elmo Land Use Plan provides a framework for identifying future park needs. The <br />forecasted population growth and the Land Use Plan's guidance for development are the <br />basis for planning change and expansion of the park system. Overall, Lake Elmo's <br />population is forecasted at 24,000 people by 2030, with greater population densities in the <br />Old Village and in the area south of 10th Street than in the rest of Lake Elmo. Planning for <br />parks that serve residents within localized neighborhoods requires consideration of these <br />different development patterns. <br />DRAFT Comprehensive Park Plan 5 13713.000 <br />
