Bast, _ upon the technira l eva lun-icn of the designated <br />engineer or exnert, the city Council shall determine <br />the specific flood hazard at thf"! sitr% and evaluate the <br />suitability of the propor4!d use in relation to the <br />flood hazard. <br />304.360 Factors Upon Which the Decision nf the City Council Shall <br />Be Base In passing upon Conditio Use appITcations, the <br />Citv Council hall consider all evant factors specified <br />1n other sections of this Ordinance, an <br />A. The danger of life and property due to increased flood <br />heights or velocities caused by encroachments. <br />B. The clanger that materials may he swept onto other lands <br />or downstream to the injury of others. <br />C. The proposed water supply and sanitation systems and the <br />ability of these systems to prevent disease, contamination <br />and unsanitary conditions. <br />D. The susceptibility of the proposed facility and its <br />contents to flood damage and the effect of such damage <br />on the individual owner. <br />E. The importance of the services provided by the proposed <br />facility to the community. <br />r F. The requirements of the facility for a waterfront location. <br />t G. The availability of alternative locations not subject to <br />flooding for the proposed use. <br />11. The compatibility of the proposed use with existing develop- <br />ment and development anticipated in the foreseeable future. <br />I. The relationship of the proposed use to the comprehensive <br />plan and flood plain management program for the area. <br />J. The safety of access to the property in times of flood for <br />ordinary and emergency vehicles. <br />K. The expected heights, velocity, duration, rate of rise, <br />and sediment transport of the flood waters expected at <br />the site. <br />L. Such other factors which are relevant to the purposes of <br />this Ordinance. <br />304.370 Time for Actin5 on Application. The City Council shall act <br />on an application in the manner described above as provided <br />in the Zoning Ordinance, except that where additional inform- <br />ation is required pursuant to Section 304.340 and 304.350 of <br />this Ordinance.
