LAKE ELMO CITY COUNCIL MINUTES <br />MARCH 15, 2022 <br />Councilmember McGinn, seconded by Councilmember Dorschner, moved TOADOPT <br />RESOLUTIONNO. 2022-025 ORDERING THE IMPROVEMENTS FOR THE PARKVIEW- <br />CARDINAL NEIGHBORHOOD STREET AND UTILITYIMPROVEMENTS AS <br />OUTLINED IN THE FEASIBILITYREPORTAPPROVED ON FEBRUARY 15, 2022. <br />Motion passed 5 — 0. <br />ITEM 18: One Energy Solar CUP for Operation of a Solar Farm at 10755 50" St. N. <br />Planning Director Just presented the request for a conditional use permit for the construction and <br />operation of a solar farm, noting zoning code requirements for this type of use. <br />Kate Larkin, One Energy Renewables, presented an overview of the project and answered <br />questions from the councilmembers. <br />Tony Manzara, property owner, stated that the property is in a trust and the income from the <br />solar farm would be used to support the Sally Manzara Nature Center in Sunfish Lake Park. <br />George Crocker, 5093 Keats Avenue N., spoke in favor of the project. <br />Councilmember Holtz, seconded by Councilmember McGinn, moved TO ADOPT <br />RESOLUTION 2022-026, APPROVING A CONDITIONAL USE PERMIT (CUP) AS <br />REQUESTED BY CEF LAKE ELMO COMMUNITY SOLAR, LLC FOR THE <br />CONSTRUCTIONAND OPERATION OFA SOLAR FARM ON THE PROPERTY <br />LOCATED AT 10755 50THSTREET N WITH THE LISTED CONDITIONS BASED ON <br />THE FINDINGS LISTED IN THE STAFF REPORT. <br />Councilmember Holtz, seconded by Mayor Cadenhead, moved TO AMEND THE PRIMARY <br />MOTION TO TABLE THE CURRENT AGENDA ITEM TO GIVE THE APPLICANT TIME <br />TO ADDRESS CONCERNS. <br />Discussion was held regarding concerns that a solar garden would look industrial and not be a <br />good fit for the site. The applicant agreed to an extension to April 5, 2022 for Council decision. <br />Motion passed 3 — 2. <br />ITEM 19: Well #4 Repairs <br />Public Works Director Powers reviewed scheduled maintenance planned for well 44 and bids <br />received. <br />Councilmember Dorschner, seconded by Councilmember Holtz, moved TO APPROVE <br />MCCAR THY WELL TO COMPLETE THE REPAIRS AND MAINTENANCE OF WELL #4 <br />FOR ANAMOUNT NOT TO EXCEED $60,000.
