LAKE ELMO CITY COUNCIL MINUTES <br />June 7, 2022 <br />Planning Director Just presented proposed zoning code text amendments that would provide <br />transparency and clarity in the areas of fencing, impervious surface and required screening. <br />Discussion was held regarding fencing and the need for the City to be able to access <br />infrastructure for maintenance and repairs. <br />Councilmember Holtz, seconded by Councilmember Beckstrom, moved TO APPROVE THE <br />AMENDMENTS TO ZONING CODE SECTION 400 FENCING REGULATIONS AS <br />PROPOSED BY CITY STAFF WITHAN UPDATE TO THE LANGUAGE STATING "ANY <br />CITY OWNED PHYSICAL INFRASTRUCTURE" Motion passed 5 — 0. <br />Councilmember Holtz, seconded by Councilmember Beckstrom, moved TO RECOMMEND <br />APPROVAL OF THEAMENDMENTS TO THE BUILDING REGULATIONS CODE <br />SECTION 160 SWIMMING POOLS GENERALLYAS PROPOSED BY CITYSTAFF. <br />Motion passed 5 — 0. <br />Councilmember Holtz, seconded by Councilmember Beckstrom, moved TO RECOMMEND <br />APPROVAL OF THE AMENDMENTS TO ZONING CODE SECTION 040 REQUIRED <br />SCREENING AS PROPOSED BY CITY STAFF. Motion passed 4-1 (Dorschner— nay). <br />Mayor Cadenhead, seconded by Councilmember Holtz, moved TO APPROVE SUMMARY <br />PUBLICATION OF ORDINANCE 2202-05 (THE ZONING ORDINANCE AMENDMENTS) <br />WITHAPPROVAL OFRESOLUTION2022-061. Motion passed 5 — 0. <br />COUNCIL REPORTS <br />Councilmember Beckstrom: Thanked Administrator Handt for her work with the Legislature on <br />water issues. <br />Councilmember Dorschner: Would like Council to discuss ordinances that refer to impervious <br />surfaces at a worksession. <br />Councilmember Holtz: Reported on new hangars and runway improvements at the Lake Elmo <br />Airport. <br />Councilmember McGinn: Thanked Washington County for considering resident concerns <br />regarding the timing of the traffic lights at 50' Street/Inwood. <br />STAFF REPORTS AND ANNOUNCEMENTS <br />City Clerk Johnson: Reported on upcoming election judge training. <br />Public Works Director Powers: Reported on crack filling in progress. <br />Planning Director Just: Working on a large volume of deck, driveway and fence applications. <br />Page 4 of 5 <br />
