LAKE ELMO CITY COUNCIL MINUTES <br />August 3, 2022 <br />ITEM 8: Side Yard Setback Variance Request for 1567 Ivory Ave N <br />City Planner Hetzel presented a resolution approving the variance request prepared at the <br />direction of the City Council at the July 19, 2022 meeting. <br />Councilmember Dorschner, seconded by Councilmember Holtz, moved TO APPROVE <br />RESOL UTION 2022-0 70 APPROVING THE REQUEST WITH CONDTIONS FROMAL <br />WOOLHO USE ON BEHALF OF THE PROPERTY OWNER BRENDA LECUYER FOR A <br />VARIANCE TO RED UCE THE SIDE YARD SETBCK TO 5 FEET WHERE A MINIMUM <br />OF 15 FEET IS REQUIRED AT 1567 IVOR YA VENUE N. Motion passed 5 — 0. <br />ITEM 9: Animal Inn Training LLC Zoning Text Amendment <br />City Planner Hetzel presented the request to allow a commercial kennel as a conditional use in <br />the Limited Commercial zoning district. Planner Hetzel also reviewed the history of the <br />property, comprehensive plan guidance, zoning code impacts and recommended findings for <br />approval. <br />Councilmember Dorschner, seconded by Councilmember Holtz, moved TO ADOPT THE <br />REQUESTED ZONING TEXTAMENDMENTS FROMANIMAL INN TRAINING LLC TO <br />AMEND TABLE 12-1 OF LEC 105.12.920 TO ALLOW A COMMERCIAL KENNEL AS A <br />CONDITIONAL USE IN THE LIMITED COMMERCLAL ZONING DISTRICT. Motion <br />passed 5 — 0. <br />Councilmember Holtz, seconded by Councilmember Dorschner, moved TO APPROVE <br />SUMMARYPUBLICATION OF ORDINANCE 2022-12 WIT APPROVAL OF <br />RESOLUTION2022-074. Motion passed 5 — 0. <br />ITEM 10: Conditional Use Permit for Chapel at 8249 Demontreville Tr, Carmelite <br />Hermitage of the Blessed Virgin Mary <br />City Planner Hetzel reviewed the history of the parcel, the proposal to construct a chapel and <br />mechanical/bathroom building on the property and recommended findings for approval. Brief <br />discussion was held concerning fire sprinklers in the new buildings. <br />Reverend John Burns, 8249 Mt. Carmel Rd., commented on the new access road at the site, the <br />fire sprinkler, hours of operation of the chapel, and also thanked staff for their hard work and <br />assistance with the project. <br />Page 2 of 4 <br />
