LAKE ELMO CITY COUNCIL MINUTES <br />August 3, 2022 <br />Councilmember Holtz, seconded by Councilmember McGinn, moved TO APPROVE <br />RESOLUTION 2022-075, APPROVING A CONDITIONAL USE PERMIT FOR THE <br />CONSTRUCTION OF A CHAPEL WITH THE LISTED CONDITIONS BASED ON THE <br />FINDINGS LISTED IN THE STAFF REPORT. Motion passed 5-0. <br />ITEM 11: Crossroads East Development Agreement 2nd Amendment <br />Planning Director Just presented the request for a second amendment to the Crossroads East <br />Development Agreement to extend the time allowed to complete the public infrastructure <br />improvements. <br />David Johnson, Crossroads Properties, commented on the requested modification that would <br />allow the project to continue to move forward and explained delays in the sewer installation due <br />to large rocks underground at the site. <br />Dan Ryan, Airlake Development, commented on the text of the Development Agreement and <br />stated that the language is more suitable for residential development. <br />Councilmember McGinn, seconded by Councilmember Beckstrom, moved TO ADOPT <br />RESOLUTION2022-076APPROVING THE SECOND AMENDMENT TO THE <br />DEVELOPMENT AGREEMENT FOR CROSSROADS EAST I sT ADDITION. <br />Councilmember Holtz, seconded by Mayor Cadenhead, moved TO DIRECT STAFF TO <br />DRAFT ANOTHER AMENDMENT TO THE DEVELOPMENT AGREEMENT THAT <br />INCORPORATES COUNCIL DISCUSSION REGARDING TENANT IMPROVEMENTS. <br />Motion passed 5 — 0. <br />Primary motion passed 5 — 0. <br />ITEM 12: Parks Commission Appointment <br />Councilmember Holtz, seconded by Mayor Cadenhead, moved TO APPOINT VITTORIO <br />BLOYER TO THE PARKS COMMISSION FOR A TERMENDING 12131122. Motion <br />passed 5 — 0. <br />COUNCIL REPORTS <br />Mayor Cadenhead: reported on the TH36/Manning Avenue ribbon cutting and thanked <br />volunteers and businesses at National Night Out. <br />Page 3 of 4 <br />
