LAKE ELMO CITY COUNCIL MINUTES <br />October 4, 2022 <br />Councilmember Dorschner, seconded by Councilmember McGinn, moved TO APPROVE <br />RESOL UTION NO. 2022-089, APPR0VINGA CONDITIONAL USE PERMIT WITH <br />CONDITIONS FOR AN INDOOR ATHLETIC FACILITY AT THE PROPERTY <br />DESCRIBED AS BROOKMAN 3RD ADDITION, LOT 1, BLOCK L Motion passed 5 — 0. <br />Councilmember Dorschner, seconded by Councilmember Holtz, moved TO APPROVE <br />RESOLUTIONNO. 2022-090, APPROVING A VARIANCE TO ALLOW ONE ACCESS <br />ONTO A PUBLIC STREET WHERE A MINIMUM OF TWO ARE REQUIRED AT THE <br />PROPERTY DESCRIBED AS BROOKMAN 3" ADDITION, LOT 1, BLOCK 1. <br />ITEM 10: 2023 LMCIT Renewal <br />City Administrator Handt provided an overview of the League of Minnesota Cities insurance <br />renewal. <br />Councilmember McGinn, seconded by Councilmember Beckstrom, moved TO APPROVE <br />MAINTAINING THE CURRENT $1,000 DEDUCTIBLE FOR THE CITY'S PROPERTY <br />AND LIABILITYINSURANCE, AND AUTHORIZE ELECTION TO NOT WAIVE THE <br />STATUTORY TORT LIMITS. Motion passed 5 — 0. <br />ITEM 8: Shiltgen Farmstead Preliminary Plat PUD & Zoning Map Amendment <br />Planning Director Just presented an overview of the proposed development, noting setbacks on <br />individual lots, density and proximity to shoreland. Director Just also noted amenities included <br />in the proposal. <br />Craig Allen, Chase Development, commented on proposed setbacks, density and the style of the <br />proposed development on the south side of Stillwater Boulevard. <br />Susan Dunn, 11018 Upper 33`d St. N., stated that the plan does not match the character of the <br />surrounding homes south of Stillwater Boulevard and added that the elementary school is <br />overcrowded and expressed safety concerns. <br />Councilmember McGinn, seconded by Councilmember Beckstrom, MOVED TO APPROVE <br />THE REZONING OF THE SUBJECT PROPERTYAS REQUESTED BY GWSA LAND <br />DEVELOPMENT, LLC FROMRT (RURAL TRANSITIONAL) TO V-LDR (VILLAGE LOW <br />DENSITYRESIDENT)4L) BASED ON THE FINDINGS LISTED IN THE STAFF <br />REPORT. Motion passed 5 — 0. <br />Councilmember McGinn, seconded by Councilmember Beckstrom, moved TO APPROVE <br />THE PUD PLAN AND PRELIMINARYPLATAS REQUESTED BY GWSA LAND <br />DEVELOPMENT, LLC FOR THE SUBJECT PROPERTY BASED ON THE FINDINGS OF <br />Page 3 of 4 <br />
