Motion passed 5- 0. <br />ITEM 5: Approve Code Text Amendments to Remove Quorum Requirements for <br />Commissions <br />Brief discussion held regarding the proposed update to remove quorum requirements and allow <br />case law to govern this issue. <br />Councilmember Dorschner, seconded by Councilmember McGinn, moved TO ADOPT <br />ORDINANCE N0.2022-15 AND TO ADOPT RESOL UTION NO. 2022-104 A UTHORIZING <br />PUBLICA TIONBY TITLE AND SUMMARY. Motion passed 5 — 0. <br />ITEM 18: Public Improvement Hearing: Order Improvements and Preparation of Plans and <br />Specifications for the 2023 Street Improvements <br />City Engineer Griffin presented the current condition of the streets in the project area and the <br />proposed improvements, including parking standards. Anticipated project costs, findings and <br />recommendations were also presented. Discussion was held concerning parking. <br />Emily Nesse, 11609 44th Street North, commented on maintaining the aesthetics of the <br />neighborhood and balancing that with public safety. <br />Michael Waldspurger, 4335 Lily Avenue North, expressed concern over the legality of an <br />assessment that does not increase the cost of his home. <br />Jim Bauer, 11730 44th Street North, stated he prefers rolled curbs that are friendly to the wildlife <br />in the area and commented on no parking signs. <br />Page 2 of 4 <br />
