LAKE ELMO CITY COUNCIL MINUTES <br />November 15, 2022 <br />Kristin Berger, 4703 Lily Avenue North, commented on curbs and no parking signs. <br />Councilmember Dorschner, seconded by Councilmember Holtz, moved TO CLOSE THE <br />PUBLIC HEARING. Motion passed 5 — 0. <br />Councilmember McGinn, seconded by Councilmember Beckstrom, moved TO ADOPT <br />RESOLUTION NO. 2022-105 ORDERING THE 2023 STREET IMPROVEMENTS AND <br />THE PREPARA TION OF PLANS AND SPECIFICA TIONS FOR THE RECOMMENDED <br />STREET AND DRAINAGE IMPROVEMENTS AS OUTLINED IN THE FEASIBILITY <br />REPORT ACCEPTED ON OCTOBER 18, 2022. Motion passed 5-0. <br />Councilmember McGinn, seconded by Councilmember Holtz, moved TO APPROVE A <br />PROFESSIONAL ENGINEERING DESIGN AND CONSTR UCTION SUPPORT <br />SER VICES CONTRACT TO BOLTON & MENK, INC IN THE NOT TO EXCEED <br />AMOUNT OF $181,856, AND APPROVE A GEOTECHNICAL SERVICES DESIGN <br />BUDGET INA NOT TO EXCEED AMOUNT OF $30,000 FOR THE 2023 STREET <br />IMPROVEMENTS Motion passed 5 — 0. <br />ITEM 19: Halcyon Cemetery Stormwater Auueal <br />City Administrator Handt presented a brief overview of the request from Halcyon Cemetery for a <br />75% reduction in its stormwater utility billing rate. <br />Lee Rossow, Halcyon Cemetery, stated that the stormwater fees would cripple the organization <br />over time if not reduced as he requested and that water does not leave the property. <br />Councilmember McGinn, seconded by Councilmember Beckstrom, MOVED TO APPROVE A <br />25 % RED UCTION IN THE STORMWA TER FEE FOR HAL YCON CEMETER Y,11050 <br />50TH ST, FOR 2022 AND CONDITION THE 25 % REDUCTION FOR FUTURE YEARS <br />UPON MEETING THE REQUIREMENTS AS NOTED IN THE CITY ENGINEER'S <br />MEMO DATED NOVEMBER 8, 2022. Motion passed 4 —1. (Holtz— nay) <br />Councilmember Holtz stated he did not support the reduction because the fees exist for a purpose <br />and he doesn't want to set a precedence. <br />ITEM 20: Canvass November 8, 2022 Election Results <br />City Clerk Johnson presented the results of the 2022 General Election as received from <br />Washington County. <br />Mayor Cadenhead, seconded by Councilmember Holtz, moved TO ADOPT RESOL UTION <br />2022-106 CANVASSING THE RESULTS OF THE 2022 GENERAL ELECTION.
