<br />Auto or motor vehicle reduction yard means a lot or yard where one or more unlicensed motor vehicles,
<br />or the remains of an unlicensed motor vehicle, are kept for the purpose of dismantling, wrecking,
<br />crushing, repairing, rebuilding, sale of parts, sale as scrap, storage, or abandonment.
<br />Automobile repair means the replacement of any part or repair of any part which does not require the
<br />removal of the engine head or pan, engine, transmission, or differential, incidental body and fender
<br />work, minor painting, and upholstering service when the service is applied to passenger automobiles
<br />and trucks not in excess of 7,000 pounds gross vehicle weight.
<br />Automobile service station (gas station) means a place where any motor fuel, lubricating oil, or grease
<br />for operating motor vehicles is offered for sale to the public and deliveries are made directly into motor
<br />vehicles. This definition includes greasing and oiling and sale of automobile accessories on the
<br />premises. This definition also includes minor repairs and replacement of parts and motor services to
<br />passenger vehicles and small trucks not exceeding 1.5-ton capacity. This definition shall not include
<br />major repair, rebuilding, or conditioning of engines, motor vehicles, or trailers; collision service,
<br />including body, frame, or fender straightening or repair; overhaul, painting or paint job, vehicle steam
<br />cleaning, or automatic car or vehicle washing devices.
<br />Automobile service uses means those uses catering to the traveling public. Automobile service uses
<br />include auto and truck laundry, service station, repair garage, public garage, motel, hotel, seasonal
<br />produce sales, motor vehicle sales, trailer sales and rental, boat sales, rental services, and restaurants.
<br />The sale of groceries and dry goods is also included in this definition when the sale of the goods is an
<br />accessory use to the above automobile service uses.
<br />Awning means a roof-like cover, including, but not limited to, fabric, metal, or glass designed and
<br />intended for protection from the weather or as a decorative embellishment, and which projects from a
<br />wall or roof of a structure over a window, walk, door or the like.
<br />BOD (biochemical oxygen demand) or BOD5 means the quantity of oxygen utilized in the biochemical
<br />oxidation of organic matter under standard laboratory procedures in five days at 20 degrees Celsius
<br />expressed in milligrams per liter. Laboratory procedures shall be in accordance with the latest edition of
<br />Standard Methods for the Examination of Water and Waste Water.
<br />Basement means any area of a structure, including crawl spaces, having its floor or base subgrade
<br />(below ground level) on all four sides, regardless of the depth of excavation below ground level.
<br />Beauty salon means any commercial establishment, residence, or other establishment, place, or event
<br />wherein cosmetology, including hair care, nail care, and skin care, is offered or practiced on a regular
<br />basis for compensation.
<br />Bedroom means any room within a dwelling unit which, by virtue of its design and location, might
<br />reasonably be used as a sleeping room. This definition shall not apply to LEC 5.08.010 through LEC
<br />5.08.050.
<br />Beer or 3.2 percent malt liquor means any fermented, potable malt beverage containing not less than
<br />one-half of one percent alcohol by volume nor more than 3.2 percent alcohol by weight.
<br />Best management practices (BMPs) means schedules of activities, prohibitions of practices, general
<br />good housekeeping practices, pollution prevention and educational practices, maintenance procedures,
<br />and other management practices to prevent or reduce the discharge of pollutants directly or indirectly to
<br />stormwater, receiving waters, or stormwater conveyance systems. BMPs also include treatment
<br />practices, operating procedures, and practices to control site runoff, spillage or leaks, sludge or water
<br />disposal, or drainage from raw materials storage.
