LAKE ELMO CITY COUNCIL MINUTES <br />May 2, 2023 <br />Mary Ellen & Bill Best, 8895 42nd Street N., stated they live near the dog park and commented <br />that the location is not appropriate due to too much water at the site and additional traffic that will <br />be generated. <br />Jennifer Wafters, 4180 Irvin Circle N., expressed concern about the dog park creating increased <br />traffic and stated that trees do not grow on that site. Ms. Watters stated the city needs to do a <br />traffic study. <br />CONSENT AGENDA <br />2. Savona Landscape Warranty Security Release for lst_3rd Additions and Reduction for 4th <br />Addition <br />3. Approve Payments and Disbursements <br />4. Approve 2023 Grant Agreement for Municipal Recycling Grant Distribution <br />5. Approve Updated City Clerk Job Description <br />6. Authorize Advertising and Hiring of Planning Intern <br />7. Approve Plans and Specifications and Order Advertisement for Bids for 2023 Trail <br />Improvements — Resolution 2023-043 <br />Councilmember Holtz, seconded by Councilmember Hirn, moved TO APPROVE THE <br />CONSENT AGENDA AS PRESENTED. Motion passed 5 - 0. <br />ITEM 8: Set Sale Resolution — 2023 Bonds <br />City Administrator Handt reported that the 2023 Bonds would be used to fund projects in the <br />2023-2027 CIP that includes the Old Village Phase 7 and 2023 Street Improvements. Tammy <br />Omdahl, Northland Securities, reviewed the terms of the bonds, estimated interest cost and <br />recommended the city seek a bond rating. <br />Councilmember Hirn, seconded by Councilmember Holtz, MOVED TO APPROVE <br />RESOL UTION NO.2023-041: A RESOL UTIONA UTHORIZING ISSUANCE AND SALE <br />OF $5,875,000 GENERAL OBLIGATIONBONDS, SERIES 2023A. Motion passed 5 — 0. <br />Councilmember Holtz, seconded by Councilmember Hirn, moved TO APPROVE THE <br />MUNICIPAL SERVICES AGREEMENT WITHNORTHLAND SECURITIES, INC. Motion <br />passed 5 — 0. <br />ITEM 9: Pebble/Tablvn Courts Proiect <br />Assistant Public Works Director Swanepoel reviewed the project schedule and background and <br />presented proposed changes at both parks to reconstruct the existing tennis courts and convert part <br />of the tennis courts to pickleball courts. <br />Page 2 of 3 <br />
