LAKE ELMO CITY COUNCIL MINUTES <br />August 15, 2023 <br />Councilmember McGinn, seconded by Councilmember Hirn, MOVED TO ADOPT <br />RESOLUTION 2023-073 APPROVING THE REQUEST, WITH CONDITIONS, FROM <br />JEFFAND JUDY OTTO FOR A VARIANCE TO ALLOWA REDUCED SEPTIC SYSTEM <br />SETBACK OF 38.3 FEET FROM THE ORDINARYHIGH WATER LEVEL FOR THE <br />PROPERTYLOCATED AT 8286 HIDDEN BAY COURT. Motion passed 5 — 0. <br />ITEM 24: Call for Final Assessment Hearing for Torre Pines Street and Utility <br />Improvements <br />City Engineer Griffin reviewed the estimated total project costs, projected assessment amounts <br />per property and provided an update on the status of other 3M expedited projects. <br />Councilmember Holtz, seconded by Councilmember Hirn, moved TO APPROVE <br />RESOLUTIONNO. 2023-071; DECLARING COSTS TO BE ASSESSED AND CALLING <br />FOR THE HEARING ON THE PROPOSED ASSESSMENT FOR THE TORRE PINES <br />STREET AND UTILITYIMPROVEMENTS. Motion passed 5 — 0. <br />ITEM 25: Northstar 1st Addition Final Plat and PUD, Public Hearing <br />Contract Planner Nathan Fuerst provided an overview of the proposed final plat and PUD for a <br />single family home development at the intersection of Lake Elmo Avenue North and Stillwater <br />Boulevard North. Brief discussion was held regarding potential storm water reuse. <br />Councilmember Holtz, seconded by Councilmember McGinn, moved TO OPEN THE <br />PUBLIC HEARING. Motion passed 5 — 0. <br />Mayor Cadenhead read written comments received Susan Dunn, 11018 Upper 33rd St. N. <br />expressing concerns for health, safety and welfare of residents with continuing growth of the <br />city. <br />Councilmember McGinn, seconded by Councilmember Holtz, moved TO CLOSE THE <br />PUBLIC HEARING. Motion passed 5-0. <br />Councilmember McGinn, seconded by Councilmember Beckstrom, moved TO ADOPT <br />RESOL UTION 2 023- 0 74 APPR 0 PING THE FINAL PLAT AND PUD, REQUESTED BY <br />GWSA LAND DEVELOPMENT, LLC ( FOR THE SUBJECT PROPERTYBASED ON <br />THE FINDINGS OF FACT AND RECOMMENDED CONDITIONS OFAPPR0VAL <br />LISTED IN THE STAFF REPORT; AND TO ADOPT ORDINANCE 2023-16 ADOPTING <br />THE PUD STANDARDS REQUESTED BY GWSA LAND DEVELOPMENT, LLC (FOR <br />NORTH STAR ADDITION ON THE SUBJECT PROPERTY; AND TO ADOPT <br />RESOLUTION 2023-075 AUTHORIZING SUMAIARYPUBLICATION OF ORDINANCE <br />2023-16.
