STAFF REPORT <br />DATE: 1/2/24 <br /> <br /> <br /> <br /> <br />TO: Lake Elmo City Council <br />FROM: Nathan Fuerst, AICP, Consulting Planner <br />AGENDA ITEM: Bridgewater Village Preliminary Plat, Rezone, Conditional Use Permit, <br />Comprehensive Plan Amendment, <br /> <br /> <br />BACKGROUND: <br />This item is returning to the City Council for review after being tabled for further consideration at <br />the Council’s November 8, 2023 meeting. The City Council tabled the item to allow time for <br />additional information relating to MnDNR water appropriations. <br /> <br />Bridgewater Bancshares, Inc. (Applicant/Property Owner) is represented by North Shore <br />Development and are requesting Preliminary Plat, Conditional Use Permit, Comprehensive Plan <br />Amendment, and Rezoning approvals. The development, to be called Bridgewater Village, will <br />contain four commercial lots and several outlots which are planned for a medium density <br />residential use when developed in the future. <br /> <br />Of the four lots to be platted at this time, two lots are proposed for future use as an Office, one a <br />Bank property (Bridgewater Bank), and one a retail property. A conditional use permit is requested <br />for the bank property to contain a drive through serving the bank use. The Comprehensive Plan <br />Amendment and Rezoning request must be approved by the City to ensure the development <br />complies with the City’s adopted plans and policies. <br /> <br />ISSUE BEFORE THE COUNCIL: <br /> <br />The City Council should review and make a determination on the Preliminary Plat, Conditional <br />Use Permit, Rezoning, and Comprehensive Plan Amendment requests. <br /> <br />GENERAL INFORMATION: <br /> <br />Applicant: Jerry Baack, 4450 Excelsior Blvd, Ste 100, Minneapolis, MN 55416 <br />Property Owner: Bridgewater Bancshares, Inc., 4450 Excelsior Blvd, Ste 100, Minneapolis, MN <br />55416 <br />Location: Two parcels bound by Stillwater Way N., CSAH 14, CSAH 15 <br />PID#s: 1202921440023 and 1202921440022 <br />Request: Preliminary Plat, Rezone, Comprehensive Plan Amendment, Conditional Use <br />Permit
