If the site of the proposed plat or subdivision is guided as rural by the comprehensive plan, a proposed subdivision shall be deemed premature with respect to a lack of adequate water supply if a private well or wells cannot adequately or safely serve the proposed subdivision. FISCAL IMPACT: Approval of the Applicant’s requests grants entitlements to the Applicant, however there would be no fiscal impact to the City at this time. A final plat is required along with a Development Agreement which will detail public improvements and address fiscal impacts. When the property begins to develop it will have urban services and will require development fees. RECOMMENDATION: Staff suggest approval based on compliance with existing City Standards. Four recommended motions are provided below. Should the City Council seek to modify the findings or conditions, those should be clearly stated and part of the motion. Planning Commission Review and Public Hearing The City’s Planning Commission reviewed staff’s report, held a public hearing, and discussed this item at their regular meeting on October 23, 2023. No public comments were received either before the meeting or at the public hearing. The Planning Commission asked questions to identify the requirements for the site, understand the development process for this project, including the requested comprehensive plan amendment and rezoning request, and heard from the project’s representative. After a discussion on the project, the Planning Commission found that the project was consistent with the criteria for approval of the requests and unanimously recommended all four requests to the City Council for approval.
