If the site of the proposed plat or subdivision is guided as rural by the <br />comprehensive plan, a proposed subdivision shall be deemed premature with respect to a <br />lack of adequate water supply if a private well or wells cannot adequately or safely serve <br />the proposed subdivision. <br /> <br />FISCAL IMPACT: Approval of the Applicant’s requests grants entitlements to the Applicant, <br />however there would be no fiscal impact to the City at this time. A final plat is required along <br />with a Development Agreement which will detail public improvements and address fiscal impacts. <br />When the property begins to develop it will have urban services and will require development fees. <br /> <br />RECOMMENDATION: <br />Staff suggest approval based on compliance with existing City Standards. Four recommended <br />motions are provided below. Should the City Council seek to modify the findings or conditions, <br />those should be clearly stated and part of the motion. <br /> Planning Commission Review and Public Hearing <br />The City’s Planning Commission reviewed staff’s report, held a public hearing, and discussed <br />this item at their regular meeting on October 23, 2023. No public comments were received either <br />before the meeting or at the public hearing. The Planning Commission asked questions to <br />identify the requirements for the site, understand the development process for this project, <br />including the requested comprehensive plan amendment and rezoning request, and heard from <br />the project’s representative. <br /> <br />After a discussion on the project, the Planning Commission found that the project was consistent <br />with the criteria for approval of the requests and unanimously recommended all four requests to <br />the City Council for approval. <br /> <br /> <br />MOTIONS APPROVING: <br /> <br />“Move to adopt Resolution 2024-006 approving the Comprehensive Plan Amendment request <br />for Bridgewater Village with the findings and conditions therein.” <br /> <br />“Move to adopt Ordinance 2024-01 approving the Zoning Map Amendment request for <br />Bridgewater Village with the findings and conditions therein.” <br /> <br />“Move to adopt Resolution 2024-007 approving the Preliminary Plat for Bridgewater Village <br />with the findings and conditions therein.” <br /> <br />“Move to adopt Resolution 2024-008 approving the Conditional Use Permit for Bridgewater <br />Bank with the findings and conditions therein.” <br /> <br />“Move to adopt Resolution 2024-009 approving the summary publication of Ordinance 2024- <br />01.” <br /> <br /> <br />
