ITEM 21: Old Village Moratorium <br /> <br />City Planner Jensen presented a recommendation to enact a moratorium on development in the <br />central corridors of the old village area to allow time for the city to update the master plan and <br />create a vision for the area. <br /> <br />Councilmember Hirn, seconded by Councilmember Holtz, moved TO ADOPT ORDINANCE <br />NO. 2024-04 AND ORDER CITY STAFF TO PREPARE AN OLD VILLAGE MASTER <br />PLAN, STUDY THE USES IN THE VILLAGE DISTRICTS (TABLE 11-1), ANALYZE <br />REQUIRED UTILITY, ROAD, AND TRAIL CORRIDORS, AND PEDESTRIAN <br />CONNECTIVITY DURING THE PERIOD OF THE INTERIM ORDINANCE. Motion <br />passed 4 – 1. (Beckstrom – nay) <br /> <br />Councilmember Beckstrom stated she would prefer to discuss the city’s water issues at a <br />workshop and would like to see a city wide moratorium. <br /> ITEM 22: 8012 Hill Trail Variance <br />City Planner Jensen reviewed the request for an impervious surface coverage variance to allow <br />for an expansion of living space in the home and relocation of a portion of the driveway.
