LAKE ELMO CITY COUNCIL MINUTES <br /> February 6, 2024 <br /> <br />Page 3 of 4 <br /> <br />Councilmember Holtz, seconded by Councilmember Beckstrom, moved TO ADOPT RESOLUTION 2024-019 APPROVING THE VARIANCE REQUEST WITH CONDITIONS FROM DANIEL AND ANNE STOUDT TO ALLOW AN IMPERVIOUS SURFACE COVERAGE OF 19% AT 8012 HILL TRAIL NORTH. Motion passed 5 – 0. <br /> ITEM 23: Dog Park Name Assistant Public Works Director Swanepoel reviewed the names suggested for the city’s new dog park and noted Parks Commission recommendations for the Council to choose from. <br /> <br />Councilmember Hirn, seconded by Councilmember Holtz, moved TO APPROVE ELMO’S PUP PARK AS THE FORMAL NAME FOR THE DOG PARK LOCATED AT 4259 JAMACA AVENUE NORTH THORUGH RESOLUTION 2024-020. Motion passed 5 – 0. <br />ITEM 24: Lions Park Advertisement Assistant Public Works Director Swanepoel discussed the advertisement signs at Lion’s Park Ballfield and suggested updating the policy so advertisers would pay for the cost of their sign. <br />Councilmember Hirn, seconded by Councilmember Dragisich, moved TO AMEND <br />RESOLUTION 2017-070 TO INCLUDE THE INITIAL COST OF THE SIGN WOULD COME FROM THE ADVERTISER IN ADDITION TO A YEARLY FEE OF $500 FOR A 4X8 SIGN AND $900 FOR A 4X16 SIGN AND ARE REQUIRED TO USE THE VENDOR SELECTED BY CITY STAFF. Motion passed 5 – 0. <br /> ITEM 25: Bridgewater Village Preliminary Plat Contract Planner Jeff Matzke, Bolton & Menk, reviewed the application, site plan concept, setbacks, subdivision requirements and Planning Commission recommendations. Matt <br />Alexander spoke on behalf of the applicant and explained the anticipated water usage for the <br />proposed bank site. Councilmember Holtz, seconded by Councilmember Hirn, MOVED TO ADOPT RESOLUTION 2024-007 APPROVING THE PRELIMINARY PLAT FOR BRIDGEWATER <br />VILLAGE WITH THE FINDINGS AND CONDITIONS THEREIN. Motion passed 4 – 1. (Beckstrom – nay) COUNCIL REPORTS <br />Mayor Cadenhead: Reported he attended the East Metro Water Group meeting and will attend <br />the Washington County long range transportation plan meeting tomorrow. <br />Councilmember Beckstrom: Requested that the City Administrator make it public what meetings Councilmembers are attending. <br />Councilmember Holtz: Reported on the 3M priority group meeting on January 17th and the East Metro Water Group.
