2 <br /> <br /> <br />FISCAL IMPACT: <br />There is no fiscal impact to the City at this time. The Applicant would be required to extend the <br />public infrastructure serving the proposed development at their own expense. This sketch plat <br />went to Parks Commission where they have recommended park dedication be satisfied with a cash <br />payment. <br /> <br />ANALYSIS: <br />City Staff have worked with the Applicant, Nathan Landucci (Landucci Construction, Inc.), to <br />review the requirements of the City’s OS PUD ordinance. The Applicant has owned this property <br />for nearly a decade with intentions to develop it. The Applicant has submitted a proposal of 50 <br />residential units and a narrative describing the requested flexibility. A staff memo dated February <br />15, 2024 containing a detailed review of the resubmitted proposal has been provided to the <br />Applicant and is appended to this Staff Report. <br /> <br />Of primary importance to the City Council is the request of the Applicant to deviate from <br />standards in the OS PUD ordinance. Notably, by allowing more units than permitted by the OS <br />PUD ordinance. The City Council can consider requests granting additional flexibility beyond that <br />allowed its OS PUD ordinance by a supermajority or 4/5ths vote. <br /> <br />The Density Bonus provisions in the City’s Planned Unit Development (PUD) ordinance (Chapter <br />105.12, Article 18) articulate guidelines for projects going through the normal (non-OP) PUD <br />process. This section was revised earlier in 2023 and provides a point-based system that allows an <br />additional 1% beyond the development’s allowed base density per amenity point (up to a <br />maximum of 20%) as follows: <br /> <br />
