Approve Firefighter Hire <br />Councilmember Dragisich, -seconded by Councilmember Hirn, moved TO APPROVE THE <br />CONSENT AGENDA AS PRESENTED. Motion passed 5 - 0. <br />ITEM 21: Old Village Moratorium <br />City Planner Jensen presented a recommendation to enact a moratorium on development in the <br />central corridors of the old village area to allow time for the city to update the master plan and <br />create a vision for the area. <br />Councilmember Hirn, seconded by Councilmember Holtz, moved TO ADOPT ORDINANCE <br />NO.2024-04 AND ORDER CITY STAFF TO PREPARE AN OLD VILLAGE MASTER <br />PLAN, STUDY THE USES IN THE VILLAGE DISTRICTS (TABLE 11-1), ANALYZE <br />REQUIRED UTILITY, ROAD, AND TRAIL CORRIDORS, AND PEDESTRIAN <br />CONNECTIVITYDURING THE PERIOD OF THE INTERIM ORDINANCE. Motion <br />passed 4 —1. (Beckstrom — nay) <br />Councilmember Beckstrom stated she would prefer to discuss the city's water issues at a <br />workshop and would like to see a city wide moratorium. <br />ITEM 22: 8012 Hill Trail Variance <br />City Planner Jensen reviewed the request for an impervious surface coverage variance to allow <br />for an expansion of living space in the home and relocation of a portion of the driveway. <br />Page 2 of 4 <br />
