STAFF REPORT <br />DATE: May 7, 2024 <br /> REGULAR <br /> <br />AGENDA ITEM: Approve Resolution Receiving Feasibility Report, Calling Hearing on <br />Improvement, Approving Plans and Specifications, and Ordering Advertisement <br />for Bid for the Hudson Boulevard Improvements Segment A <br /> <br />SUBMITTED BY: Jack Griffin, City Engineer <br />REVIEWED BY: Clark Schroeder, Interim City Administrator Clarissa Hadler, Finance Director Marty Powers, Public Works Director <br /> Chad Isakson, Assistant City Engineer <br /> <br /> <br />ISSUE BEFORE COUNCIL: Should the City Council accept the Feasibility Report, call a Public <br />Hearing, approve the Plans and Specifications, and Order the Advertisement for Bids for the Hudson <br />Boulevard Improvements Segment A, from Inwood Avenue (CSAH 13) to 1,400 feet east of Jade Trail, <br />with the Improvement Hearing to be held at the June 18, 2024 council meeting? <br /> <br />BACKGROUND: On December 5, 2023, following a presentation on the preliminary design findings and <br />recommendations, the City Council authorized the preparation of the feasibility report, and the plans and <br />specifications for the Hudson Boulevard Improvements Segment A, from Inwood Avenue (CSAH 13) to <br />1,400 feet east of Jade Trail (“Project”). The Project was initiated as part of the City’s annual Capital Street <br />Improvement Program which provides for the long-term planning and management of street and <br />transportation infrastructure throughout the city. <br /> <br />PROPOSAL DETAILS/ANALYSIS: A Feasibility Report has been prepared to address the pavement <br />rehabilitation improvements programmed for construction in 2024. The report serves to identify the <br />necessary improvements, the estimated project costs, and to consider the assessment of a portion of the <br />project costs to properties adjacent to and benefitting from the improvements. <br /> <br />The Project includes pavement rehabilitation of Hudon Boulevard North, from Inwood Avenue (CSAH 13) <br />to approximately 1,400 feet east of Jade Trail, including approximately 4,340 feet (0.82 miles) of <br />commercial access frontage road and consisting of a Full-Depth Reclamation (FDR). From Jade Trail to <br />the east property line of 9242 Hudson Boulevard, the roadway will be widened to accommodate a 3-lane <br />section with a two-way continuous turn lane to accommodate the existing commercial driveway access <br />spacing. The areas consisting of roadway widening and new turn lanes will include a full reconstruction <br />consistent with the city standard pavement section for collector streets. The north side of Hudson Boulevard <br />will be urbanized with new concrete curb and gutter, storm sewer, and a new 8-ft. wide bituminous trail to <br />create a continuous trail from Inwood Avenue (CSAH 13) to Keats Avenue (CSAH 19). <br /> <br />The Full Depth Pavement Reclamation (FDR) will include an 8‐inch recycled aggregate base with a new <br />4-inch bituminous surface. Based on the testing performed and the in‐place pavement layer thicknesses, <br />there is sufficient material to perform FDR. The FDR approach provides a design life similar to that of <br />reconstruction and is less expensive. It also disrupts crack patterns, reducing the potential for reflective <br />cracking. Structurally, the overall capacity of the street will meet a 10-ton design. <br /> <br />Permanent right-of-way/easement acquisition is not required for the improvements as proposed. Temporary <br />construction easements may be required for trail construction and driveway approaches, including 8500, <br />8550, and 8650 Hudson Boulevard.
