STAFF REPORT
DATE: May 7, 2024
REGULAR

AGENDA ITEM: Approve Resolution Receiving Feasibility Report, Calling Hearing on
Improvement, Approving Plans and Specifications, and Ordering Advertisement
for Bid for the Hudson Boulevard Improvements Segment A

SUBMITTED BY: Jack Griffin, City Engineer
REVIEWED BY: Clark Schroeder, Interim City Administrator Clarissa Hadler, Finance Director Marty Powers, Public Works Director
Chad Isakson, Assistant City Engineer

ISSUE BEFORE COUNCIL: Should the City Council accept the Feasibility Report, call a Public
Hearing, approve the Plans and Specifications, and Order the Advertisement for Bids for the Hudson
Boulevard Improvements Segment A, from Inwood Avenue (CSAH 13) to 1,400 feet east of Jade Trail,
with the Improvement Hearing to be held at the June 18, 2024 council meeting?

BACKGROUND: On December 5, 2023, following a presentation on the preliminary design findings and
recommendations, the City Council authorized the preparation of the feasibility report, and the plans and
specifications for the Hudson Boulevard Improvements Segment A, from Inwood Avenue (CSAH 13) to
1,400 feet east of Jade Trail (“Project”). The Project was initiated as part of the City’s annual Capital Street
Improvement Program which provides for the long-term planning and management of street and
transportation infrastructure throughout the city.

PROPOSAL DETAILS/ANALYSIS: A Feasibility Report has been prepared to address the pavement
rehabilitation improvements programmed for construction in 2024. The report serves to identify the
necessary improvements, the estimated project costs, and to consider the assessment of a portion of the
project costs to properties adjacent to and benefitting from the improvements.

The Project includes pavement rehabilitation of Hudon Boulevard North, from Inwood Avenue (CSAH 13)
to approximately 1,400 feet east of Jade Trail, including approximately 4,340 feet (0.82 miles) of
commercial access frontage road and consisting of a Full-Depth Reclamation (FDR). From Jade Trail to
the east property line of 9242 Hudson Boulevard, the roadway will be widened to accommodate a 3-lane
section with a two-way continuous turn lane to accommodate the existing commercial driveway access
spacing. The areas consisting of roadway widening and new turn lanes will include a full reconstruction
consistent with the city standard pavement section for collector streets. The north side of Hudson Boulevard
will be urbanized with new concrete curb and gutter, storm sewer, and a new 8-ft. wide bituminous trail to
create a continuous trail from Inwood Avenue (CSAH 13) to Keats Avenue (CSAH 19).

The Full Depth Pavement Reclamation (FDR) will include an 8‐inch recycled aggregate base with a new
4-inch bituminous surface. Based on the testing performed and the in‐place pavement layer thicknesses,
there is sufficient material to perform FDR. The FDR approach provides a design life similar to that of
reconstruction and is less expensive. It also disrupts crack patterns, reducing the potential for reflective
cracking. Structurally, the overall capacity of the street will meet a 10-ton design.

Permanent right-of-way/easement acquisition is not required for the improvements as proposed. Temporary
construction easements may be required for trail construction and driveway approaches, including 8500,
8550, and 8650 Hudson Boulevard. The Project will require careful utility coordination with existing
