electrical and telecommunication utility owners. The urbanization of the north boulevard and construction <br />of the new trail may incur several conflicts that require mitigation. Utility coordination efforts are in <br />progress and coordination efforts will be implemented through project competition. <br /> <br />Stormwater management will be implemented to mitigate rate and volumes increases in accordance with <br />South Washington Watershed District (SWWD) rules. A combination of BMPs are proposed, including <br />vegetated swales with check dams, expanded city owned detention pond within the Boulder Ponds <br />subdivision, SAFL Baffles/filtration, and manhole flow control structures. The urbanization of the north <br />boulevard with new trail will alter drainage patterns within the public right-of-way, requiring storm sewer <br />piping to replace existing open ditches. <br /> <br />The total estimated project cost is $2,580,000. A portion of the project is proposed to be assessed to the <br />benefitting properties, which includes 10 commercial properties with direct driveway access along the <br />proposed improved frontage of Hudon Boulevard North (see attached assessable property exhibit). In <br />addition, the roadway segment is designated as a Municipal State Aid Street (MSAS) which is eligible to <br />receive MSA funds to pay for all or a portion of the improvements that are state aid eligible and if the <br />improvements meet state aid design standards. <br /> <br />The preliminary assessment roll is attached to this Report showing the proposed assessment amount for <br />each of the 10 benefitting properties. Street and drainage improvement assessments for commercial <br />properties are based on assessing 100% of the adjusted street costs (reduced by MSAS funds) on a lineal <br />foot basis. With the total improvement frontage of 8,680 feet, the adjusted unit assessment for commercial <br />street frontage is $132.00 per foot. Assessments for street and drainage improvements are levied over a 15- <br />year period and charged an interest rate of 1% over the bond rate for the project. <br /> <br />In addition, the plans and specifications have been completed for the improvements and are ready to be <br />advertised for contractor bids. A bid date has been scheduled for June 6, 2024. Contractor bids will be <br />received and reviewed by staff with a tentative staff recommendation for award of contract to be presented <br />for council consideration at the June 18, 2024 council meeting. <br /> <br />FISCAL IMPACT: The total estimated project cost is $2,580,000. The improvements may be funded <br />through a combination of Municipal State Aid Funds, in the amount of $1,436,000; Special Assessments, <br />in the estimated amount of $437,976, and General Tax levy funds in the estimated amount of $706,024. <br />RECOMMENDATION: Staff is recommending that the City Council approve a Resolution, receiving the <br />Feasibility Report, calling a public hearing, approving the plans and specifications, and ordering the <br />advertisement for bids for the Hudson Boulevard Improvements Segment A, from Inwood Avenue (CSAH <br />13) to 1,400 feet east of Jade Trail. The recommended motion for this action is as follows: <br />“Move to approve Resolution No. 2024-053, receiving the Feasibility Report, Calling Hearing on <br />Improvement, Approving the Plans and Specifications, and Ordering the Advertisement for Bids for <br />the Hudson Boulevard Improvements Segment A, from Inwood Avenue (CSAH 13) to 1,400 feet east of <br />Jade Trail.” <br />ATTACHMENTS: <br /> <br />1.
