Motion passed 5 – 0. <br /> <br />ITEM 17: 2024 Bonding <br /> <br />Tammy Omdahl, Northland Public Finance, presented the finance plan, noting the estimated <br />interest rate of 3.65% with a sale date of June 1st and recommended the city request a rating. <br /> <br />Councilmember Hirn, seconded by Councilmember Holtz, moved TO APPROVE <br />RESOLUTION NO. 2024-061: A RESOLUTION PROVIDING FOR THE COMPETITIVE <br />NEGOTIATED SALE OF $5,230,000 GENERAL OBLIGATION IMPROVEMENT AND <br />WATER REVENUE BONDS, SERIES 2024A. Roll call vote taken. Motion passed 5 – 0. <br /> <br />Councilmember Holtz, seconded by Councilmember Hirn, moved TO APPROVE THE <br />MUNICIPAL SERVICES AGREEMENT WITH NORTHLAND SECURITIES INC. Roll <br />call vote taken. Motion passed 5 – 0. <br /> <br />ITEM 18: Birth and Haven Zoning Text Amendment and Comprehensive Plan <br />Amendment <br /> <br />City Planner Jensen presented the requests for a zoning text amendment and comprehensive plan <br />amendment to allow for construction of a birth and postpartum care center on a 60 acre parcel <br />located at 5193 Keats Avenue. Applicant Melvin Ashford discussed the operation of a birth <br />center. <br /> <br />Joan Ziertman, 5761 Keats Ave. N., spoke against the birth center use and noted conflicts in the <br />comp plan with allowed uses in rural areas. <br /> <br />John Ames, 9799 51st St. N., commented on the lack of a shoulder on Keats Avenue and voiced <br />concerns over safety with added commercial traffic. <br /> <br />Joyce Kelch, 4855 Keats Ave. N., presented petitions from neighbors against the birth center. <br /> <br />Karen Schubert, 5222 Keats Ave. N., stated opposition to commercial development on the <br />property. <br /> <br />William Vogel, 5055 Keats Ave. N., spoke in opposition of the application. <br /> <br />George Crocker, 5093 Keats Ave. N., stated opposition to the proposal. <br /> <br />Jame Chars, 10323 47th St. N., spoke against the proposal. <br /> <br />Robert Gear, 5275 Keats Ave. N., stated he is opposed to the proposal due to safety concerns <br />regarding traffic on Keats Avenue. <br />
