LAKE ELMO CITY COUNCIL MINUTES <br /> May 7, 2024 <br /> <br /> <br />Page 4 of 7 <br /> <br />Katie McGlynn, 5240 Keats Ave. N., expressed concerns about the proximity of the birth center <br />and access to a hospital. <br /> <br />Claudia Stannard, 5230 Keats Ave. N., stated she is opposed to the request due to safety <br />concerns on Keats Avenue and safety of mothers and babies. <br /> <br />Mark Stannard, 5230 Keats Ave. N., stated he is opposed to the request due to concerns for the <br />safety of mothers and babies. <br /> <br />Councilmember Holtz, seconded by Councilmember Hirn, moved TO DIRECT STAFF TO <br />PREPARE FINDINGS OF FACT FOR DENIAL OF THE REQUEST FOR A ZONING <br />TEXT AMENDMENT. Roll call vote taken. Motion passed 5 – 0. <br /> <br />Discussion was held with councilmembers expressing concern that the requested use is not a <br />goof fit for the area. <br /> <br />Councilmember Holtz, seconded by Councilmember Hirn, moved TO ADOPT RESOLUTION <br />2024-054 APPROVING THE COMPREHENSIVE PLAN AMENDMENT FOR THE <br />PROPERTY FROM AGRICULTURAL PRESERVE (AG) TO RURAL AREA <br />DEVELOPMENT (RAD) WITH CONDITIONS LISTED IN THE STAFF REPORT. Roll <br />call vote taken. Roll call vote taken. Motion passed 4- 1. (Beckstrom – nay) <br /> <br />ITEM 19: Public Improvement Hearing: Order the Improvements, and Accept Bids and <br />Award Contract for the 15th Street North Improvements <br /> <br />City Engineer Griffin presented the project schedule, scope of improvements, project costs and <br />unit assessments. Findings and recommendations were also reviewed. <br /> <br />Councilmember Holtz, seconded by Councilmember Dragisich, moved TO OPEN THE <br />PUBLIC HEARING. Roll call vote taken. Motion passed 5 – 0. <br /> <br />Tom Armstrong, 8280 15th St. N., spoke on behalf of his parents stating they are not opposed to <br />the project and noted that the storage facility on their property is not in ag preserve. <br /> <br />Councilmember Holtz, seconded by Councilmember Dragisich, moved TO CLOSE THE <br />PUBLIC HEARING. Roll call vote taken. Motion passed 5 – 0. <br /> <br />Councilmember Holtz, seconded by Councilmember Dragisich, moved TO APPROVE <br />RESOLUTION NO. 2024-052, ORDERING THE IMPROVEMENT, ACCEPTING BIDS <br />AND AWARDING A CONTRACT TO BITUMINOUS ROADWAYS, INC. FOR THE BID <br />AMOUNT OF $381,004.40 FOR THE 15TH STREET NORTH IMPROVEMENTS. Roll call <br />vote taken. Motion passed 5 – 0. <br /> <br />Councilmember Holtz, seconded by Councilmember Dragisich, moved TO AUTHORIZE THE <br />CITY ADMINISTRATOR TO ENTER INTO A MATERIAL TESTING CONTRACT WITH
