PAGE 1 of 2 <br />MEMORANDUM <br /> <br /> <br /> <br />Date: April 8, 2024 <br /> <br /> <br /> <br />To: Nathan Fuerst, Planning Consultant Re: ISD 834 Oak‐Land and new Elementary Schools <br />Cc: Clark Schroeder, Interim City Administrator Watermain/Sanitary Sewer Petition Process <br /> Jason Stopa, Community Development Director <br /> Marty Powers, Public Works Director <br /> Chad Isakson, PE, Assistant City Engineer <br />From: Jack Griffin, PE, City Engineer <br /> <br /> <br />Engineering has prepared 3 high level concepts for connecting the Oak‐Land Middle School to public sewer and <br />information for connecting to public water, with 2 of the sewer options that also contemplate/include the new <br />Lake Elmo Elementary School to be located at 10th Street (CSAH 10) and Lake Elmo Avenue (CSAH 17). These <br />options were developed together with connection fees and high level (order of magnitude) cost estimates. The <br />options were prepared for the purpose of discussions between the City and School District to then determine the <br />best path moving forward. A detailed Feasibility Report is required as the next step in the process to better define <br />the scope of desired/required improvements and to produce more accurate cost estimates needed to make an <br />informed decision. <br /> <br />UTILITY CONNECTION PROCESS <br />1. School District submits signed petition to the City (using City form of petition) formally requesting the City <br />to prepare a feasibility report for the School District to connect to the public water and or sanitary sewer <br />system. <br />2. As part of the Petition submittal, the following information should be provided: <br />a. Timing/schedule for water/sanitary sewer to be available and online. <br />b. Statement of understanding of the City’s current connection costs and 2024 City Fee Schedule. <br />c. Indication of the sewer connection Option(s) to be investigated. <br />3. Understanding/agreement that the School District will provide all funding for the Feasibility Study (a fee <br />estimate will be provided prior to initiating the study). <br />4. Upon completion of Feasibility Report and identification of Project related costs, the City will require a <br />Waiver of Assessment Agreement prior to proceeding to design phase engineering. <br /> <br />SANITARY SEWER CONNECTION POLICIES/FEES <br />1. City Water and City Sanitary Sewer costs are 100% assessed to the benefitting properties in accordance <br />with the City Special Assessment Policy. <br />a. Note: It appears that School District will be only benefitting property. Efforts to create joint sewer <br />connection project with Cimarron would likely result in project delays and uncertainties. <br />2. Connection Fees include the following from the current 2024 City Fee Schedule. <br /> <br />SEWER <br />a. Sewer Availability Charge (SAC) = $3,000 per SAC unit (based on Met Council SAC Determination). <br />b. Sewer Connection Charge = $1,000 per SAC unit. <br />c.
