The Metropolitan Council <br />determines net density through netting out wetlands and water bodies, dedication for designated <br />arterial right-of-way, wetland buffers, public parks and qualifying preserved open space. <br /> <br />Final Plat Conformance <br />The proposed plan has not been changed from the Preliminary Plat and Planned Unit <br />Development approval. It is therefore generally consistent. A review of the conditions of <br />approval from the Preliminary Plat and PUD are provided in this report. <br /> <br />Environmental Review. The entire Village Area was subject to an Alternative Urban Area <br />Review (AUAR) when the area was brought into the Municipal Urban Service Area (MUSA). <br />The AUAR was updated in early 2022 as required. No further environmental review is required. <br />The AUAR Fee will be required to be paid prior to release of the final plat. <br />PUD Minimum Requirements and Objectives: The City reviewed the Lake Elmo Townhomes <br />8 project and found that it was consistent with the criteria and objectives established for a <br />Planned Unit Development. The proposed plans are consistent with those approved during the <br />preliminary plat review process. <br />Comprehensive Plan: The proposed land use, residential, is consistent with those allowed in <br />the Village-Mixed Use future land use category. The proposed density, 6.35 units/acre is within <br />the allowed range of 5-10 units per acre. <br />Site Plan Review: The proposed development has a combination of two-unit buildings, four-unit <br />buildings and a six-unit building. The proposed land use also required a Conditional Use Permit <br />in the V-MX district which was permitted through approval of the PUD. The townhome project <br />will look and feel like a single family attached development, but because it’s rental on one-lot it <br />will function like multi-family development under the city code. <br />The table on the following page summarizes the conformance of this project with the bulk <br />standards established for the V-MX Zoning District. <br />
