City Council Meeting <br />May 21, 2024 Page 4 <br /> <br /> <br />Signage <br />Section 105.12.430 allows 1 subdivision sign for this residential development with a maximum <br />sign area of 32 sq. ft. One sign is proposed for this site but the location may be subject to change. <br />The signage ultimately must conform with City Code and will require a sign permit. <br /> <br />Landscaping and Tree Preservation: The Landscape Architect has found the tree preservation <br />and landscaping plans to conform with the approved PUD and City code per a memo dated April <br />5, 2024. The Applicant received a PUD deviation for screening from the properties to the North <br />and has proposed enhanced planting plan along the northern boundaries of the project. <br /> <br />Parkland Dedication: The City’s ordinance requires parkland dedication in the amount of 10%. <br />This development was brought to the City’s Parks Commission during the concept plan review <br />process, and it was determined that a cash in lieu payment could be acceptable given that the <br />property is not in a park search area. Prior to this development proposal, the western lot (now <br />proposed as Lot 1, Block 1) was split from the property now addressed as 11120 39th St. N., the <br />project’s Applicant paid a total of $18,000 or $6,000 per acre for the three acres. That amount is <br />credited towards this project’s cash in lieu fee. <br /> <br />The dedication requirement for this property is calculated by staff as follows. <br />• Step 1: 10% of 7.56 acres equates to .756 acres required for parkland dedication. <br />• Step 2: According to property sale information, the fair market value per acre is $235,953 <br />dollars per acre. <br />• Step 3: 0.756 ac x $235,953/ac = $178,380 <br />• Step 4: $178,380 – $18,000 = $160,380 <br /> <br />Review Comments: <br />City Engineer Comments: <br />See attached memo dated April 22, 2024. The City Engineer has suggested that approval, if <br />granted, should be conditional upon addressing each review comment in the Engineer’s review <br />memo. Modifications to the plans are required in the City Engineer’s Memo. Public improvements <br />shall be consistent with the City Engineering Design Standards Manual dated January 2022. <br /> <br />Fire Chief Comments: <br />See attached memo dated March 27, 2024. Conditional approval is suggested. <br /> <br />Landscape Architect Comments: <br />See attached memo dated April 5, 2024. Plans have been approved. <br /> <br />Valley Branch Watershed District: <br />The Applicant has received a VBWD permit. <br /> <br />City Attorney Review: <br />The City Attorney has issued a plat opinion in a letter dated April 1, 2024.
