The review <br />consisted of the following documentation: <br /> Lake Elmo Townhomes 8 Final Plat received April 5 (not dated). <br /> Lake Elmo Townhomes 8 Preliminary Plat dated January 8, 2024. <br /> Lake Elmo Townhomes 8 Construction Plans dated April 4, 2024. <br /> Lake Elmo Townhomes 8 Stormwater Management Plan dated March 4, 2024. <br /> <br /> <br />STATUS/FINDINGS: Engineering review comments have been provided in two separate memos; one for Final <br />PUD/Plat approval, and one to assist with the completion of the Site Construction Plans. Please see the following <br />review comments relating to the Final PUD/Plat application. <br /> <br /> <br />FINAL PLAT AND EASEMENTS <br />1. The Final Plat shall not be recorded until the City Engineer approves the Final Construction Plans. <br />2. Outlot A is proposed as City owned and maintained and is dedicated for storm water management use. <br />Sheet 1 of the Final Plat shall be revised to identify the dedication of Outlot A to the City of Lake Elmo. <br />3. All easements as required by the City Engineer and Public Works Director shall be documented on the Final <br />Plat prior to the release of the Final Plat for recording. Revisions to the Final Plat, Outlot boundaries and <br />easements may be necessary as the Construction Plans are reviewed and finalized. All easement areas must <br />be free from all encroachments other than those approved by the City Engineer and upon execution of an <br />easement encroachment agreement. Prohibited encroachments include, but are not limited to trees, <br />landscaping, fences, retaining walls, stormwater basin grading, and building structures. <br />4. Dedicated drainage and utility easements, minimum 10‐feet wide, are required along all public roadway <br />frontage. Easements along public roadway have been shown on the Final Plat as required. The drainage and <br />utility easements must be dedicated for use by small/dry utilities and therefore must be free from any <br />encroachments and must maintain grades that do not exceed 4%. <br />5. Dedicated utility easements will be required over all public watermain, sanitary sewer and storm sewer as <br />determined by the City Engineer and Public Works Director. Drainage and utility easements must be a <br />minimum width of 15 feet in each direction from centerline of pipe, hydrant or manhole structure. Revisions <br />to the Final Plat may be necessary as the Construction Plans are reviewed and finalized. <br />6. Drainage and utility easements are required over all stormwater 100‐year high‐water levels, maintenance <br />access roadways and maintenance benches; and to protect all emergency overflow pathways. Revisions to <br />the Final Plat may be necessary as the Construction Plans are reviewed and finalized.
