There are <br />a total of 7 acres of commercial land proposed, which includes 4 separate lots to be rezoned to <br />Commercial (C). The remaining land area, just over 16 acres, was rezoned to Village Medium <br />Density Residential (V-MDR) and guided the same during the preliminary approval process. <br />The VMDR area shown on the development master plan will be developed in a future phase. Those <br />lots are shown on the preliminary plat to be outlots which will be replatted when market conditions <br />allow per the Applicant’s narrative. <br />Final Plat Conformance <br />The proposed plat has not been changed from the Preliminary Plat approval. The uses proposed <br />and lot areas and configuration are consistent. However, the developer does to deviate from <br />certain standards in the City’s Engineering Design Standards Manual regulating public <br />improvements in Lake Elmo. Those standards are reviewed later in this report. <br />
