STAFF REPORT <br />DATE: June 18, 2024 <br /> PUBLIC HEARING <br /> <br />AGENDA ITEM: Public Improvement Hearing; Approve Resolution Ordering the Improvement, <br />Accept Bids and Award a Contract for the Hudson Boulevard Improvements, <br />Segment A <br /> <br />SUBMITTED BY: Jack Griffin, City Engineer <br /> <br />REVIEWED BY: Nicole Miller, City Administrator <br /> Sarah Sonsalla, City Attorney Clarissa Hadler, Finance Director Marty Powers, Public Works Director <br /> Chad Isakson, Assistant City Engineer <br /> <br /> <br />ISSUE BEFORE COUNCIL: The City Council is respectfully requested to conduct a Public <br />Improvement Hearing for the Hudson Boulevard Improvements Segment A, from Inwood Avenue (CSAH <br />13) to 1,400 feet east of Jade Trail. Following the hearing, should the City Council Order the Improvements, <br />Accept Bids and Award a Construction Contract for the project? <br /> <br />BACKGROUND: Pursuant to Minnesota Statutes, Section 429.011 to 429.111, a Public Improvement <br />Hearing was noticed for June 18, 2024, to consider making the improvements along Hudson Boulevard, <br />from Inwood Avenue (CSAH 13) to 1,400 feet east of Jade Trail. The attached notice was published in the <br />official newspaper and individual notifications were sent to each address that will be wholly or partially <br />assessed for the improvements. A feasibility report was adopted by the City Council on May 7, 2024 in <br />order to ready the improvements for 2024 construction. The report identifies the necessary improvements, <br />the estimated project costs, the assessment methodology and preliminary assessment amounts to be levied <br />against benefitting properties. <br /> <br />The City Council also approved the Project plans and specifications on May 7, 2024 and authorized staff <br />to advertise the Project for bids. The Project was advertised on QuestCDN.com and in the Stillwater Gazette <br />in accordance with the Minnesota Competitive Bidding requirements. <br /> <br />PROPOSAL DETAILS/ANALYSIS: A Feasibility Report has been prepared to address the pavement <br />rehabilitation improvements programmed for construction in 2024. The report serves to identify the <br />necessary improvements, the estimated project costs, and to consider the assessment of a portion of the <br />project costs to properties adjacent to and benefitting from the improvements. <br /> <br />The improvements include pavement rehabilitation of Hudon Boulevard North, from Inwood Avenue <br />(CSAH 13) to approximately 1,400 feet east of Jade Trail, including approximately 4,340 feet (0.82 miles) <br />of commercial access frontage road and consisting of a Full-Depth Reclamation (FDR). From Jade Trail to <br />the east property line of 9242 Hudson Boulevard, the roadway will be widened to accommodate successive <br />short left turn lanes to accommodate the existing commercial driveway access spacing. The areas consisting <br />of roadway widening and new turn lanes will include a full reconstruction consistent with the city standard <br />pavement section for collector streets. The north side of Hudson Boulevard will be urbanized with new <br />concrete curb and gutter, storm sewer, and a new 8-ft. wide bituminous trail to create a continuous trail <br />from Inwood Avenue (CSAH 13) to Keats Avenue (CSAH 19). <br />
