The FDR will include an 8‐inch recycled aggregate base with a new 4-inch bituminous surface, and will <br />provide a 10-ton roadway pavement section. Stormwater management will be implemented to mitigate rate <br />and volumes increases in accordance with South Washington Watershed District (SWWD) rules, including <br />vegetated swales with check dams, expanded city owned detention pond within the Boulder Ponds <br />subdivision, SAFL Baffles/filtration, and manhole flow control structures. Permanent right-of- <br />way/easement acquisition is not required for the improvements. Temporary construction easements may be <br />required for trail construction and driveway approaches, including 8500, 8550, and 8650 Hudson <br />Boulevard. <br /> <br />The total estimated feasibility report cost is $2,580,000. A portion of the project is proposed to be assessed <br />to the benefitting properties, which includes 10 commercial properties with direct driveway access along <br />the proposed improved frontage of Hudon Boulevard North (see attached assessable property exhibit). In <br />addition, the roadway segment is designated as a Municipal State Aid Street (MSAS) which is eligible to <br />receive MSA funds to pay for all or a portion of the improvements that are state aid eligible and if the <br />improvements meet state aid design standards. <br /> <br />The preliminary assessment roll is attached to this Report showing the proposed assessment amount for <br />each of the 10 benefitting properties. Street and drainage improvement assessments for commercial <br />properties are based on assessing 100% of the adjusted street costs (reduced by City contributions for <br />collector oversizing) on a lineal foot basis. With the total improvement frontage of 8,680 feet, the adjusted <br />unit assessment for commercial street frontage is $132.00 per foot. Assessments for street and drainage <br />improvements are levied over a 15-year period and charged an interest rate of 1% over the bond rate for the <br />project. <br /> <br />On June 13, 2024, contractor bids were received, publicly opened, and read aloud. The City received 4 bids <br />for this project, with Dresel Contracting, Inc. providing the lowest bid in the amount of $2,075,003.37. <br />Following review and verification of the bid tabulations, the City Engineer and the engineering design <br />consultant are recommending that the Council award the contract to the lowest responsible bidder, Dresel <br />Contracting, Inc., as outlined in the attached letter. <br /> <br />As a part of this contract award staff is requesting Council to provide the City Administrator authorization <br />to enter into a construction support services contract with KLJ in the amount not to exceed $200,000, and <br />a material testing contract in the not-to-exceed amount of $45,000. Geotechnical Service proposals were <br />requested from Braun Intertec and American Engineering and Testing (AET). <br /> <br />FISCAL IMPACT: The total post-bid estimated project cost is $2,615,000. This amount is $35,000 higher <br />than the Feasibility Report costs. Since the $30,000 difference remains within the $48,000 contingency <br />budget line item, staff is recommending that the preliminary assessment amounts remain unchanged. <br />The improvements may be funded through a combination of Municipal State Aid Funds, in the amount of <br />$1,436,000; Special Assessments, in the estimated amount of $437,976, and General Tax levy funds in the <br />estimated amount of $741,024. <br />RECOMMENDATION: Staff is recommending that the City Council approve a Resolution, Ordering the <br />Improvement, Accepting Bids and Awarding a Contract to Dresel Contracting, Inc., for the Hudson <br />Boulevard Improvements, Segment A. The recommended motion for this action is as follows: <br />“Move to approve Resolution No. 2024-078, Ordering the Improvement, Accepting Bids and <br />Awarding a Contract to Dresel Contracting, Inc. for the bid amount of $2,075,003.37 for the <br />Hudson Boulevard Improvements Segment A, from Inwood Avenue (CSAH 13) to 1,400 feet east of <br />Jade Trail.” <br /> <br />Staff is also recommending that the City Council authorize the City Administrator to enter into a <br />construction support services contract with KLJ in the amount not to exceed $200,000, and a material testing <br />contract in the not-to-exceed amount of $45,000.
