1 <br /> <br /> STAFF REPORT DATE: 8/14/2024 WORKSHOP DISCUSSION <br /> TO: City Council <br />FROM: Nathan Fuerst, AICP, Consulting Planner <br />AGENDA ITEM: Sketch Plan Review – Limerick Village REVIEWED BY: Jason Stopa, Community Development Director <br /> <br /> <br /> BACKGROUND: Maplewood Development is proposing a development to be called Limerick Village. The development will be on two undeveloped parcels northwest of Hudson Boulevard North and Manning Avenue North. As proposed, the project would include 710 residential units on about 80 <br />acres. The units are broken down as follows: <br />• Attached Townhomes – 161 units <br />• One 4-story Senior Multifamily Apartment – 120 units <br />• Three 3-story Multifamily Apartments – 280 units <br />• 40’ Single Family Lots – 129 units <br />• 45’ Single Family Lots – 20 units <br /> <br />The project would be connected to city water and sewer services. The project site is noncontiguous with existing development, so City water and sewer connections need to be made to existing terminus on Hudson Boulevard North. The Applicant understands that connection would be at their expense. Reconstruction of a portion of Hudson Boulevard will also be necessary to provide <br />access consistent with the City’s Comprehensive Plan and prior approvals. <br /> After an initial review of the concept by City Council on December 12, 2023, (packet link here) the Applicant revised and resubmitted plans in order to avoid a Comprehensive Plan Amendment. <br />After another review of the concept by the City Council on March 12, 2024, (packet link here) the <br />Applicant revised the plan to adjust densities after receiving feedback from City Council regarding the multifamily units. The Applicant is seeking feedback from the City Council on the proposed concept plan prior to <br />proceeding forward with an Environmental Assessment Worksheet (EAW) which is mandatory for <br />this project. Due to the cost and time involved, the Applicant would first like to know if the concept is generally acceptable. ISSUE BEFORE THE CITY COUNCIL: <br />The City Council should provide feedback regarding the concept plan and advise Maplewood <br />Development on City preferences to move forward with next steps.
