2
LAND USE GUIDANCE OVERVIEW: Comprehensive Plan Future Land Use Guidance –Medium Density Residential (MDR) & High
Density Residential (HDR)
• Required Residential Density – o MDR (~37 acres) 4.01 – 8.0 Units / Net Acre o HDR (~42 acres) 8.01 – 15.0 Units / Net Acre
• MUSA Growth & Phasing Period – 2020 - 2030 Zoning District
• Existing – Rural Transition
• Requested – MDR & HDR (consistent w/Future Land Use Areas) ENTITLEMENTS REQUIRED: Staff have reviewed the concept level plan against the adopted 2040 Comprehensive Plan and the City’s Zoning standards. The following approvals will be required for this project to be permitted:
1. Mandatory Environmental Review (EAW) – Triggered by number of units. 2. Rezone – RT to MDR and HDR (corresponding with Comp Plan) 3. Planned Unit Development (PUD) – To deviate from base City Code requirements. 4. Major Subdivision FISCAL IMPACT: There is no fiscal impact to the City at this time. The Applicant would be required to extend or reconstruct public infrastructure serving the proposed development at their own expense.
ANALYSIS:
Generally, the proposal meets the intent of the Comprehensive plan to transition the density from higher on the east to lower on the west. The Applicant has worked with staff to align the concept plan with the City’s Comprehensive Plan. An overview of the expected density is below:

Net Acres
Proposed
Units
Proposed
Density
Proposed
Min – Max Units
HDR (8.01 – 15 units/ac) 39.6* 565 14.26 318 – 594
MDR (4.01 – 8 units/ac) 35.19* 149 4.23 142 – 314
Total 74.79 710 9.49 460 – 908
*City Staff were advised by Met Council that the land to be dedicated as parkland to the City must be
netted out of the density figure. Net acreage will vary if parkland areas change.

[Review of flexibilities on following page]
