STAFF REPORT <br />DATE: August 20, 2024 <br /> CONSENT <br /> <br />AGENDA ITEM: Approve Task Order Amendment #1 for Well#2 PFAS Treatment Project SUBMITTED BY: Jack Griffin, City Engineer REVIEWED BY: Nicole Miller, City Administrator <br /> Clarissa Hadler, Finance Director Marty Powers, Public Works Director Chad Isakson, Assistant City Engineer <br /> ISSUE BEFORE COUNCIL: Should the City Council approve Amendment #1 to the Stantec Task Order for the Well 2 PFAS Treatment Project, to continue the design and construction phase services? <br />BACKGROUND: On February 20, 2024 the City Council approved the preliminary findings and <br />recommendations to proceed with design phase engineering for an Anion Exchange (IX) Treatment facility <br />for Well 2 using paired 8‐ft diameter and 15‐ft tall steel pressure vessels. More recently the MPCA approved <br />Amendment #1 to the Grant Amendment for this Project to allow for the design and construction phase services to proceed while the full project grant application is reviewed and evaluated for MPCA grant approval. <br /> PROPOSAL DETAILS/ANALYSIS: Amendment #1 to the Stantec Task Order for the Well 2 PFAS Treatment Plant Project has been prepared for council authorization to increase the authorized engineering services budget in an amount not to exceed $45,000. The authorized amount has been established to coincide with the increased Grant Amounts. <br />FISCAL IMPACT: None. All services authorized for this Project remain within the MPCA Grant Fund Amount and subsequent amendments, in the not to exceed amount of $108,000. The Grant is set to expire on June 30, 2025. <br />RECOMMENDATION: Staff is recommending that the City Council approve, as part of the Consent <br />Agenda, an engineering budget increase for Stantec to continue the design and construction services for the Well 2 PFAS Treatment Plant Project, by approving Amendment #1 to Stantec Task Order No. 4 to increase the budget in an amount not to exceed $45,000. If removed from the consent agenda, The recommended motion is as follows: <br />“Move to approve Amendment #1 to Stantec Task Order No. 4 to increase the engineering services budget in the not to exceed amount of $45,000, for the Well 2 PFAS Treatment Project.” ATTACHMENTS: 1. Stantec Task Order No. 4, Amendment #1 for Well 2 PFAS Treatment.
