The submittal consisted of the following documentation: <br /> Highpointe Crossing Preliminary Plat/Plans dated June 7, 2024. <br /> Stormwater Management Narrative dated June 5, 2024 and misc. supporting documents. <br /> Community Wastewater Treatment System dated June 4, 2024. <br /> <br /> <br />STATUS/FINDINGS: A condition of Preliminary Plat approval, if granted, must require the applicant to revise and <br />resubmit Preliminary Plat/Plans to address each review comment and condition of approval to the satisfaction of <br />City staff prior to the City accepting a Final Plat/Plan application. Engineering has prepared the following review <br />comments to be addressed. A point‐by‐point response letter must accompany the plan resubmittal. <br /> <br />It is further recommended that it be a condition of Preliminary Plat/Plan approval that all subdivision improvements <br />constructed to support the development must be designed and constructed in accordance with the City Engineering <br />Design Standards Manual dated January 2022, unless approved otherwise by the City. <br /> <br />Also, see the attached supplemental stormwater review memo prepared by Bolton and Menk dated June 25, 2024. <br /> <br /> <br />PRELIMINARY PLAT AND EASEMENTS <br />1. The Preliminary Plat and Plans must be revised to show Outlot ownership and dedication. Both Outlot A <br />and Outlot B should be shown as HOA owned. Drainage and utility easements have been shown over all of <br />Outlot A and Outlot B as required. <br />2. Stormwater Ponds are required to be placed in Outlots dedicated to the City for ownership and <br />maintenance. The PUD narrative seeks flexibility to allow the two stormwater ponds to be located on HOA <br />owned Outlots with drainage and utility easements. <br />3. Consideration should be made to create a dedicated Outlot for the Community Wastewater Treatment <br />System and potentially the two stormwater ponds. The dedicated Outlots may be necessary to ensure that <br />the infrastructure maintenance, repair and replacement are not encumbered by conservation easements. <br />4. The Preliminary Plat must be revised to provide additional right‐of‐way width for a portion of 24th Street <br />North to accommodate the required turn lanes at the intersection with Inwood Avenue (CSAH 13). <br />5. Off‐site temporary construction easements must be obtained and provided to make the required street <br />connection to Imperial Avenue and associated grading tie‐ins. The temporary construction easement must <br />be obtained using the City standard form of easement agreement with the City named an additional party <br />to the easement. The easement must be shown on the Preliminary Plans.
